Variance Applications On motion of Counc~l-~n Gould, seconded by Brewer and carried, the recon~endations (denied) of the Planning Commission were approved, and the following Variance Applications denied: No. 1301 Grange Development, Inc. No. 1303 Wm. Howard Wilson Variance Appl ,No. 1197 Robert C. Thomas Extension of time Variance Application No. 1301, filed by Grange Development, Inc., to build eleven four-unit family apartment houses on property just east of 3517 W. llth Street, in the R-2 District, and Variance Application No. 1303, filed by Wm. Howard Wilson, to build a new house on the front half of the lot, with special construction such as three front doors, ramp, etc., for a wheel-chair patient, with an existing house on rear half of lot, on property at 1920 Kilson Drive, in the R-1 District, and the petitions signed by eleven perso~s favoring theVariance, were received and filed. On motion of Councilman Gould, seconded by Brewer and carried, the recommendation of the plan=lng C<--.-lssion was approved, and a ninety-day extension of time granted on Variance Applicatien No. 1197, which was granted November 2, 1959, with ex~pira- Variance Appl.No.1291 Alfred Carney and David E. Ascher tion date of May 2, 1960, to Robert C. Thomas, to permit erection of two units above existing four-car garage, on property at 133~ E. ~th Street, in the R-2 District. Cu,~aanication was presented from the Planning C.-~aission recommending denial of Variance Application No. 1291, filed by Alfred Carney and David E. Ascher, to con- vert the front apartment to an office for The Burton Detective Agency, on property at 713 Spurgeon Street, in the R-3 District. Sidney Berlin stated he owns The Burton Detective Agency, and had lived at 713 Spurgeon Street for three years prior to converting the front apartment to an office; that the owner of the apartment has no objection to the office use which would be conducted primarily through telephone calls; there are parking spaces for approximately twelve cars, although only about six cars are parked there daily, and requested approval of the Variance Application. It was moved by Councilman Gould that a Resolution be adopted over-ruling the Plan- ning C~ission and granting the Variance for two years, for the purpose of a detec- tive agency only, and no exterior signs be placed away from the building. Motion lost for lack of a second. On motion of Councilman Gould, seconded by Brewer and Preliminary Record of Survey Maps carried, the matter was continued until the next regular meeting. On rec.;~i~endation of the Planning Department, and on motion of Councilman Gould, seconded by Brewer and carried, the following Preliminary Record of Survey Maps were approved Survey Map No. 167 Porter C. Edmunds Survey Map No. 169 J. H. Biggar Tentative Tract Map No. 3769 B J. Haupert Preliminary Record of Survey No.167, filed by Porter C. Edmunds, creating two parcels located on the south side of Fruit Street and beginning at a point approxi- mately 660 feet east of the center line of Mabury Street, subject to conditions, and Preliminary Record of Survey No.169, filed by J. H. Biggar, creating two par- cels located on the south side of 17th Street and immediately east of the A.T.and S.F. Railroad, subject to conditions. On motion of Councilman Gould, seconded by Brewer and carried, action was postponed until the next regular meeting on Tentative Tract Map No. 3769, filed by B. J. Haupert, creating 76 residential lots located east of Gunther Street and 250 feet Tentative Tract ~ap No. 1907 Rosenburg and Young north of Camile Street. The Manager orally requested that action be deferred until June 6, 1960 on Tentative Tract Map No. 1907, reViaed Map No. ~, filed by Rosenburg and Young, creating 78 lots located east of Raitt Street and north of the easterly prolongation of Glenwood Tentative Tract Map No. 3791 Hodges Building Corp. Place and consisting of approximately 16.5 acres, subject to conditions. On motion of Councilman Gould, seconded by Brewer and carried, Tentative Tract Map No. 3791, filed by Hodges Building Corporation, creating four industrial parcels loca%nd 1300 feet north of McFadden Avenue at the west end of the Wakeham Avenue cul-de-sac, was approved, subject to all conditions imposed, except the condition
