<br />Councilman Brewer disqualified himself on the following matter.
<br />
<br />As the two bids on legal advertising for the fiscal year July 1, 1960 to June 30,
<br />
<br />1961, were opened at the previous meeting and referred to the Attorney for determina-
<br />
<br />tion and opinion, the Attorney orally reported there was a Court Judgment declaring
<br />
<br />the Santa Ana Independent to be a newspaper of general circulation which judgment
<br />
<br />has never been modified or set aside as provided for in Government Code Section 6024
<br />
<br />so that any publication made in the newspaper would satisfy the Government Code re-
<br />
<br />quirement. On motion of Councilman Gould, seconded byHubbard and carried, the oral
<br />
<br />report was accepted and the Attorney instructed to submit a written opinion on the
<br />
<br />matter. On motion of CounciLman Gould, seconded by Heinly and carried, the low
<br />
<br />bid of the Santa Ana Independent, for legal advertising, was accepted and the other
<br />
<br />bid rejected.

<br />On motion of Councilman Gould, seconded by Hubbard and carried, the recommendations
<br />
<br />of the Planning Com~ission were approved, and the following Variance Applications
<br />
<br />granted:

<br /> Variance Application No. 1329, filed by Temple Beth Sholom, to construct 12
<br />fou~plexes, consisting of 40 two-bedroom and eight one-bedroom units, with off-street
<br />parking for 72 vehicles, on property north of Memory Lane and east of Bristol Street~
<br />in R-1 District, subject to conditions,

<br /> Variance Application No. 1331, filed by Henry C. Cox, to place temporary signs
<br />on property southwest of the intersection of Delhi Road and Raitt Street, consisting
<br />of 26 acres, use the garages of two model homes for temporary sales offices for the
<br />sale of a subdivision of 112 single-family homes, and use five lots for temporary
<br />off-street parking for customers, in R-1 District, subject to conditions,
<br />
<br /> Variance Application No. 1333, filed by Fairlane Homes, Inc., to reduce front-
<br />yard setbacks from 60 feet to 50 feet from center line of street, with an eave en-
<br />croachment not to exceed 36 inches into front and rear yards, and an eave encroach-
<br />ment not to exceed 30 inches into the five-foot side yards, on property consisting
<br />of 3.72 acres, east of Newhope Street, beginning at a point approximately 850 feet
<br />south of Sugar Avenue and approximately 300 feet east of Newhope Street, in R-1
<br />District, subject to conditions,

<br /> Variance Application No. 1334, filed by Elizabeth J. O'Dell, to convert a single-
<br />story buildiug into a pre-school for day care of children, on property at lO14 No.
<br />Ross Street, in R-2 District, subject to conditions,

<br /> Variance Application No. 1335, filed by Westport I£d., Tnc., to reduce the front-
<br />yard setback from 60 feet to .55 feet from the center line of street, and a rear-yard
<br />setback from 20 feet to 16 feet, in Tract 3711, on property extending from Monta Vista
<br />Avenue on the north to McFadden Avenue on the south, beginning at a point 345.5 feet
<br />east of Sullivan Street and extending to a point 330.01 feet west of Center Street,
<br />in R-1 District, subject to conditions,

<br /> Variance Application No. 1339, filed by Joe L. Ariano, to build an additional
<br />single-family dwelling upon removal of an existing deteriorating accessory building,
<br />on property at 5426 W. Silver Drive, in R-2 District, subject to conditions, and in
<br />accordance with plot plan, and
<br />
<br /> Variance Application No. 1340, filed by Norman J. D. Buchanan, for reduction in
<br />requirement that one-third of the total lot area be retained for off-street parking,
<br />in order to build an additional single-family dwelling with attached garage, on
<br />property at 1202 W. Second Street, in P-PK District, subject to one condition, and
<br />in accordance with plot plan sUbmitted by Planning Department.

<br />Communication was presented from the Planning Commission recommending approval of
<br />
<br />Variance Application No. 1332, filed by Mark and Juanita Andrews, to build a two-
<br />
<br />story, 16-unit apartment house~ on property at 1709 No. Greenleaf Street, in R-2
<br />
<br />District, subject to conditions. On motion of Councilman Gould, seconded by Hubbard
<br />
<br />and carried, the recommendation of the Planning Commission was approved and Variance
<br />
<br />Application No. 1332 granted, subject to conditions. Councilman Heinly stated the
<br />
<br />proposed parking was not adequate, and the Assistant Planner replied the parking
<br />
<br />provisions are in conformance with the minimum standards and mathematically feasible.
