<br />~oeununication was again presented fr~n the Planning Commission recommending approval
<br />of Variance Application No. 1320, filed by Elias G. Beltran, to build an addition
<br />to existing building that projects 7 feet into the h2-foot street setback line
<br />(fUture right-of-way line) on West First Street, said addition to include two
<br />offices and incidental storage, on property at 1201 W. First Street, in C-i-PK
<br />
<br />District, subject to conditions. The Attorney orally reported the matter had been
<br /> with reference to the loan
<br />discussed with William Penn of the California Bank/and the Director of Public Works,
<br />and was informed that the Bank suggested to Mrs. Beltran that she secure an agree-
<br />ment frem the City regarding the cost of paving the sidewalk, also to dedicate the
<br />property, with the City to pay for the removal of building. The applicant stated
<br />she was not desirous of dedicating any property unless other property' owners in
<br />the area did likewise. On motion of Councilman Gould, seconded by Hubbard and
<br />carried, the recommendation of the Planning Cu~m~ission was approved, and Variance
<br />Application No. 1320 granted, subject to conditions.

<br />On motion of Councilman Gould, seconded by Hubbard and carried, the recommendations
<br />of the Planning Commission were approved, and the following Variance Applications
<br />denied:

<br /> Variance Application No. 1336, filed by Louis L. Lane, Jr., to build an addi-
<br />tional single-family house, with carport, on rear part of the lot, remove existing
<br />garage and add a carport to existing house, on property at 1245 So. Van Ness Avenue,
<br />in R-1 District,
<br />
<br /> Variance Application No. 1337, filed by Marie B. Williams, to establish a one-
<br />operator beauty shop in existing residence, on property at 702 No. Daisy Avenue,
<br />in R-2 District, and
<br />
<br /> Variance Application No. 1341, filed by L. J. Holmberg, to build an additional
<br />single-family h~ne and garage, on property at 331 Grant Street, in R-1 District.

<br />Communication was presented from the Planning Commission recommending denial of
<br />
<br />Variance Application No. 1330, filed by Artht%r M. Blanding~ to use the property at
<br />
<br />12~9 So~ Sycamore Street, in R-2 District, for the storage of new and used cars
<br />
<br />Adelbert B. Trayner, 1229 So. Sycamore Street, read a petition signed by 20 property
<br />owners objecting to granting the Variance, and nine persons stood in protest. On
<br />motion of Councilman Hubbard, seconded by Heinly and carried, the petition was re-
<br />ceived and filed. Mr. Trayner stated the property was formerly used as a nursery
<br />by Mr. Blanding but is now occupied by Ward S. Lee, as a used car lot, and has
<br />created an unsightly appearance in the area. Also, the silt remaining from the use
<br />of the property as a nursery had been spread over the surface and on windy days
<br />causes a dust bowl. Further, that the cars are parked to the edge of the sidewalk,
<br />cutting off the view of traffic at the intersection of Wilshire Avenue and Sycamore
<br />
<br />Street. The applicant stated only three yards of silt had remained on about 12,500
<br />square feet of ground and did not believe this would cause a dust bowl; the cars on ~-~
<br />the lot are driven in an orderly fashion, and he had requested a No Parking zone at
<br />
<br />Wilshire Avenue and Sycamore Street to protect drivers at that corner. Also, the
<br />
<br />wall would be set back to specification and he would landscape; there is 'a buffer
<br />
<br />strip and a hedge on the north side of the property which would cut off any view.
<br />
<br />The general area is no longer residential, having various businesses, a church and
<br />
<br />a school, and the alley in back of the property would be used by customers of the car
<br />
<br />lot. Councilman Gould left the meeting at 8:50 P.M. Mr. Joseph M. Eannareno,
