No.NS-461 <br /> of Funds <br />Adopt 1960-61 Budget <br /> <br /> No. NS-462 <br /> Tax Rate <br />1960-61 ($1.42) <br /> <br />ReappOintment <br />Board of Recreation <br />and Parks <br /> <br />Appointment <br />Library Board <br /> <br />The Council having unanimously waived the reading of the Ordinance, on motion of <br /> <br /> Councilman Heinly, seconded by Gould and carried, the following Ordinance entitled: <br /> <br /> "Ordinance No. NS-~61 adopting the ~%nnual Budget for the fiscal <br /> year comencing July l, 1960, and fixing the limitations of <br /> expenditures for the several funds and the functions, depart- <br /> ments and activities carried under such funds" <br /> <br />to take effect immediately pursuant to the Charter of the City of Santa Ana, was <br />considered and passed as an emergency Ordinance by the following vote: <br /> <br />Ayes, CounciLmen Royal E. Hubbard, Stanley C. Gould, Jr., Dale H. Heinly, <br /> Bob Brewer, A. A. Hall <br />Noes, Councilmen None <br />Absent, Councilmen None <br /> <br />The Council having unanimously waived the reading of the Ordinance, on motion of <br /> <br />Councilman Heinly, seconded by Goul~ and carried, the following Ordinance entitled: <br /> <br /> "Ordinance. No. NS-~62 of the City of Santa Ana, California, <br /> fixing the amount of money ascertained to carry on the <br /> various departments of the City, and to pay the bonded <br /> indebtedness falling due, for the current year 1960-1961: <br /> fix/ng the rate of taxatioufor said current year, and designa- <br /> ting the number of cents on each $100.00 for the various funds <br /> of said City and hereby levied on the whole of the taxable <br /> property of saidCity''~ <br /> <br />under Section 2 of said Ordinance, City Council hereby levies a tax for the fiscal <br />year beginning July l~ 1960 and ending June 30, 1961, for the purpose of carrying <br />on the variou~ departments, to pay the bonded indebtedness and interest, to paythe <br />amounts due the State ~mployees' Retirement System, to maintain the Library, to <br />operate the'Recreation and Parks program, and fixes the rate thereof at $1.h2 on <br />each $100.00 of assessed value of all property within the City of Santa Ana and <br />apportions said amount'among the various funds and purposes, as follows: General <br />Fund $1.05; Library Fund $0.175; Recreation and Parks Fund $0.08, and for the com- <br />bination of three bond issues $0.115, was considered and passed as an emergency <br />Ordinance by the following vote: <br /> <br />Mayor Hall stated where we have a continued tax reduction, with the many projects <br />that are in the offing, and while I feel a larger tax reduction may have been more <br />proper, this City Council makes every effort to continue to have an efficient, <br />progressive City, and I Just wanted to express my feelings in that regard. Council <br />man Heinly stated it is hoped that the City Council will be unanimous in the adopti <br />of this Ordinance, notwithstanding the feeling of some of the members. I think we <br />have a good program, there is efficient management in the operation of our City, a~ <br />It will continue to be efficient. We are not proposing to cut to the bone as we <br />have many projects for the future, and it would be unsound to make such a drastic <br />tax cut this year and maintain the high rate of efficiency we have had in the past. <br /> <br />Ayes, Councilmen Royal E. Hall <br />Noes, Councilmen None <br />Absent, Councilmen None <br /> <br />It was moved by CounciLman Hubbard and seconded by Heinly, that Kenneth E. Morrlson <br />be nomi hated as a member of the Board of Recreation and Parks. It was moved by <br />Councilman Reinly, seconded by Hubbard and carried, the nomination be closed, and <br />the reappointment of Kenneth E. Morrison, as a member of the Board of ~ecreation <br />and Parks, te/ml to expire July 1, 196~, was approved by unanimous vote. <br /> <br />It w~s moved by Councilman Heinly and seconded by Hubbard, that Ralph W. Gordon be <br />nc~inated as a member of the Library Board to fill the vacancy created by the resi <br />nation of Roy W. Potter. It was moved by Councilman Hubbard, seconded by Heinly a <br />Carried, the nomination be Closed, and Ralph W. Gordon appointed as a member of the <br /> <br /> <br />
