<br />0ouncilm-u Heinly stated that he was against the change of Sycamore Street to the
<br />
<br />two-way traffic system, as this will result in confusion and set the downtown area
<br />
<br />back for six months to two years, if not more, and cnn see no Justification for
<br />
<br />the change. Further, there are three other one-way streets in the City which work
<br />
<br />out well, nnd this Cue would too. Mayor Hall stated he would like to see this
<br />
<br />matter be given a trial for a period of four months, to see if there has been an
<br />
<br />improvement in the traffic, and brought back before the City CoUncil in May.

<br />original bond dated August 4, 1960, in the sum of $61,000.00, filed by Keystoue

<br />Construction Company, for the improvement of property located ou the north side of
<br />
<br />Sugar Avenue between Jackson and Harper Streets, in Tract No. 3713, was ordered
<br />
<br />released, as Tract No. 3713 was taken over by Messrs. Wm. N. Johnston and Elmer F.
<br />
<br />Nelson. On motion of Councilman Hubbard, seconded by Heinly and carried, the
<br />
<br />Finance Department was authorized to refund the license payment fee of $2~250.00
<br />
<br />to the Keystone Construction Ccmzpany on said Tract.

<br />On motiou of Councilman Heinly, seconded by Hubbard and carried, the request of
<br />
<br />the Department of Public Works was approved, to amend payment of $24,~1.17
<br />
<br />October 3, 1960, to Henry C. Cox & Affiliated Companies, and increase payment to a
<br />
<br />total of $25,9~.51, to include excavation for street paving for City's share of
<br />
<br />street improvements in Delhi Road nnd Raitt Street, contiguous to Tract No. 3679.
