RES. <br /> <br />NO. 87-91 <br /> <br />Health Department shall be secured for capping and demolition of <br />the existing water wells on the Project site. <br /> <br /> 6. Schools. The EIR states that although the Project <br />will generate approximately 60 students to the Santa Aha School <br />District, the Project will contribute approximately $1,437,750 in <br />school assessment fees. <br /> <br /> 7. Light and Glare. The following mitigation measures <br />are set forth in the EIR: <br /> <br /> A. Outdoor lighting on the Project shall be <br />designed and installed so that all direct rays will be <br />confined to the site and adjacent properties will be <br />protected from glare. <br /> <br /> B. Lighting on the Project shall be directed <br />downward so that nighttime security lighting will not <br />unreasonably interfere with aircraft approaching John Wayne <br />Airport. <br /> <br /> 8. Contaminated Soils and Ground Water. The EIR <br />states that clean-up operations will continue on the Project site <br />where the soil and ground water may be contaminated by a former <br />gas service station. <br /> <br />POTENTIALLY ADVERSE EFFECTS MITIGATED <br />TO A LEVEL OF INSIGNIFICANCE <br /> <br /> The following potentially adverse impacts shall be <br />mitigated to a level of Insignificance. <br /> <br />1. Land Use. <br /> <br /> A. Siqnificant Effect. The Project will change <br /> the existing land use of the subject property ("Property") in <br /> that all on-site structures will be demolished and existing <br /> undeveloped agriculture and low intensity industrial uses <br /> will be converted into a high intensity mixed-use <br /> development. The intensity and scale of the Project may be <br /> incompatible with adjacent residential areas. <br /> <br /> B. Finding. Changes or alterations have been required <br />in, or incoporated into, the Project which avoid or substantially <br />lessen the significnt environmental effects as identified in the <br />EIR. <br /> <br />-7- <br /> <br /> <br />
