05.5 <br /> <br /> (a) Temporary noise impacts during <br /> construction of the Project~ <br /> <br /> (b) Increased noise levels for.surrounding <br /> land uses due to project-related traffic. <br /> <br /> (c) On-site noise levels will exceed the <br />maximum desirable level of 65dB CNEL, in a narrow zone adjacent <br />to the First Street, Fourth Street and Cabrillo Park Drive upon <br />implementation of the Project. The EIR recommends four <br />mitigation measures, including the following: <br /> <br /> (i) Limit the construction hours to <br />normal weekday working hours. <br /> <br /> (ii) Reconstruct the Fourth Street and <br />Interstate 5 on-ramp to route traffic away from First and <br />Fourth Streets in the City of Tustin. <br /> <br /> (iii) Construct the proposed parking and <br />office structures so that freeway and arterial-related noise <br />potentially affecting the pedestrian plaza will be reduced to <br />acceptable levels. <br /> <br /> (iv) Mitigate on-site noise impacts <br />through barriers to the sound path and standard UBC off~ce <br />construction standards. <br /> <br /> The Draft EIR concludes that these mitigation measures <br />will mitigate noise impacts to a level of insignificance. <br /> <br /> (2) Findinqs. Based upon the Final EIR and the <br />entire record before it, this City Council finds that: <br /> <br /> <br />
