(C) Construction of proposed parking <br />structures will increase carboa monoxide emissions due to <br />increased idling and low speeds of vehicles leaving the <br />structure. <br /> <br /> The EIR recommends the following mitigation measures: <br /> <br />(a) Control fugitive dust by regular <br />watering, paving construction roads or other dust preventive <br /> <br /> required by the South Coast Air Quality Management <br /> <br />measures as <br />District. <br /> <br /> (b) Encourage the use of alternative <br />transportation modes by promoting transit usage and providing <br />preferential rates or locations for ride pools. <br /> <br /> (c) Provision of mass transit <br />accommodations such as off-site bus turn-out lanes and bus <br />shelters and provision of ride pool data to employees working <br />in the office structure. <br /> <br /> (d) Use of ride sharing incentive programs <br />such mass transit accommodations, subsidies for car pools, van <br />pools, and modified working hours to reduce increased carbon <br />monoxide emissions/concentrations in the parking structures. <br /> <br /> (e) Design of the parking structures to <br />allow outside ventilation to flow within the garage. <br /> <br /> At pages 1-4 through 1-5, the Draft EIR indicates that <br />the impacts of the Project due to temporary construction <br />activities and increased carbon monoxide emissions from the <br />parking structures will be mitigated to a level of <br />insignificance by the proposed mitigation measures.
