impacts of the Project upon local and rgg,~onal vehicular <br />emissions are identified as an unavoidable adverse <br />environmental impact on a cumulative level, <br /> <br /> (2) Findings. Based upon the Final EIR and the <br />entire record before it, this City CounCil.finds that: <br /> <br /> (i) The mitigation measures referenced <br />in the Final EIR have been adopted as conditions of approval or <br />incorporated into the Project. <br /> <br /> (ii) With the imposition or <br />incorporation of the recommended mitigation measures, the <br />Project-specific impacts of the Project upbn air quality, <br />including temporary construction activities and increased <br />carbon monoxide emissions in the parking structures, will be <br />mitigated to a level of insignificance. <br /> <br /> (iii) Although the implementation of the <br />Project will result in a local and regional increase in <br />vehicular emissions when cumulated with.other similar proposed <br />Projects, the environmental, economic, social and other <br />benefits of the Project outweigh and override any remaining <br />Project-s~ecific and cumulative air quality impacts of <br /> <br />Project, as more fully described in the Statement of Overriding <br />Considerations (Section III, below). <br /> <br /> D. Ge01ogy And Soil. <br /> <br /> (1) Facts. The impacts of the Project upon <br /> <br />geology anti soils are analysed at pages 3-86 through 3-92 of <br />the Draft EIR.
