<br />Tom W. Henderson and a copy of Minutes dated November 22, 1960, from the County

<br />Board of Supervisors, indicating notification to cease Go-Kart Racing immediately

<br />at Newport Dunes, Inc., and on motion of Councilman Hubbard, seconded by Gould and
<br />carried, the co~mm~uications were received and filed. Mr..Miller stated there are
<br />many vacant spaces not rentable at the Trailer Park due to the noise and dust and
<br />he has received numerous letters from tenants with threats of moving if the proble~
<br />is not corrected, and pointed out the high value of the Trailer Park as compared to
<br />the Go-Cart establishment. Forty people stood in protest of the Race Track.

<br />Attorney Charles G. Schlegel, 8OB No. Broadway, representing Kart-O-Rama, Inc.,
<br />presented its stockholders John Watson, Loren Beckman, Frank Champion, Les Knack,
<br />and Joe Colesworthy, and stated that his client was issued City of Santa Aha Li-
<br />cense No. 16285 which expires December S1, 1961, and submitted an analytical report~
<br />in support of the Race Track operation. On motion of CounciLman Hubbard, seconded
<br />by Gould and carried, the report was received and filed. Mr. Schlegel also presented
<br />petitions with appro~mstely 450 signatures in favor of the Race Track, and on mo-
<br />tion of Councilman Gould, seconded by Hubbard and carried, the petitions were re-
<br />ceived and filed. Attorney Schlegel also submitted plot plans of the Race Track
<br />area, and on motion of Councilman Hubbard, seconded by Heinly and carried, the pla~s
<br />were received and filed. Mr. Schlegel further presented an occupancy comparison
<br />report of Town and Country Villa, Sahara Mobile Homes and Bali Hi, and ou motion of
<br />Councilman Hubbard, seconded by Heinly and carried, the report was received and
<br />filed. Mr. Schlegel called upon the lessor of the Go-Cart property, George Connel~
<br />ly, 14641 Springdale Avenue, Westminster, who mintmfzed the dirt and noise from
<br />the running Carts, and stated he has had no complaints from tenants on his propert~
<br />less than thirty feet from the Track; also in favor of the Track were Wendell Tubbs~
<br />14646 Springdale Avenue, Bill Cook, 416 Jasmine, Laguna Beach, who approved this
<br />recreation; Joe Moreland, 13B02 Penno Road, Garden Grove, stated water has been
<br />contracted for the sanitary facilities, and landscaping and rocks will do much to
<br />alleviate any dust problem~ and 23 people also stood in favor of the continuation
<br />of the Track. Attorney Dennis D. Hayden, 207 No. Broadway, representing the Town
<br />and Country Villa Park, stated the site of the Race Track was not a proper one,
<br />and should not be permitted to operate as an amusement center in a C-2 Zone.

<br />Mr. G. B. Miller, 12042 Acacia~ Garden Grove, stated that attractive buildings
<br />could be constructed on the Track site and add to the appearance of the area.

<br />Mrs. Betty Miller, B929 W. Fifth Street, read a letter from Mr. and Nra. H. C.
<br />Austin, who have vacated the Trailer Park because of the Track. It was moved by
<br />Councilman Heinly, and secoaded by Hubbard, that the Application for a Permit to
<br />operate the Ge-Cart Race Track be granted. It was moved by Councilman Heinly, and
<br />seconded by Hubbard, that the motion be amended to limit the hours of operation
<br />from 9:30 P.M. to 11:00 A.M., with the further condition that there be at least
<br />four bales high of straw along the entire westerly boundary, to reduce the noise
<br />as much as possible.
