- - '223 <br /> <br />RESOLUTION NO. 90- 003 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA <br />AMENDING RESOLUTION NOS. 82-110 AND 89-087 TO ADD TWO CLASS <br />TITLES AND EFFECT OTHER CLASSIFICATION AND COMPENSATION <br />CHANGES FOR CERTAIN CLASSES OF EMPLOYMENT. <br /> <br /> WHEREAS, Section 1004, Article X of the City Charter of the City of Santa <br />Ana requires the City Manager to prepare, install and maintain a position <br />classification and pay plan subject to civil service rules and regulations and <br />the approval of the City Council; and <br /> <br /> WHEREAS, on August 2, 1982, the City Council passed and adopted Resolution <br />No. 82-110 revising and re-establishing the Basic Classification and Compensation <br />Plan for officers and employees of the City of Santa Ana; and on September 5, <br />1989 passed and adopted Resolution No. 89-087 re-establishing the Compensation <br />Plan for classes of employment designated as unrepresented Executive and Middle <br />Management; and <br /> <br /> WHEREAS, the City Manager has indicated the need to restructure certain <br />occupational series of classes in both the Library and Personnel Services <br />departments to provide more responsive, cost effective services, as well as <br />upward mobility opportunities for employees; and <br /> <br /> WHEREAS, there is a need to establish a new paraprofessional classification <br />of SENIOR LIB~RY TECHNICIAN and upgrade an existing personnel management <br />position to a new class of DEPUTY DIRECTOR OF PERSONNEL SERVICES; and <br /> <br /> WHEREAS, there is also a need to adjust compensation levels for certain <br />other classifications to provide levels commensurate with assigned duties and <br />responsibilities and to ensure recruitment and retention of qualified individuals <br />in these classes; and <br /> <br /> WHEREAS, it is now desired to amend said resolutions in order to add two <br />class titles and modify certain compensation provisions affected by said <br />organizational and staffing changes; and <br /> <br /> WHEREAS, in order to provide enhanced efficiency and consistency in the <br />administrative functions of the Fire Department it is now necessary to upgrade <br />one Fire Battalion Chief position to the existing class of Deputy Fire Chief for <br />a period of twelve months. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA <br />ANA: <br /> <br />1. That Resolution No. 82-110, as amended, is hereby further amended <br /> <br /> a. Adding, in Section 3, the new class title of SENIOR LIBRARY <br />TECHNICIAN at Salary Rate Range No. 469 ($2058-$2500}, effective January 16, <br />1990, and Range No. 477 ($2139-$2600), effective July 1, 1990. <br /> <br /> <br />
