<br />Appeal Application No. 28 of the Planning Cc~mission, appealing the Zoning Admini-
<br />strator's approval of Variance Application No. 1490, filed by J. & J. Development
<br />Cum~uly, Inc., to construct a 14-unit apartment house on property at 11~8 West 8th
<br />Street, in the R-2 District, wherein a Planning C.-..,ission motion stated the two-
<br />story aspect was not in character and harmony with the R-2 District. The Council
<br />having unanimously waived the reading of the Resolution, on motion of Councilman
<br />Hubbard, seconded by Schlueter and carried, the following Resolution entitled:

<br />Appeal Application No. 25 of Jimmie L. Mills was again presented on Variance Appli-
<br />cation No. 1485, to build a second single-family dwelling on property at 1724 Poin-
<br />settia Street, in the R-1 District, wherein applicant appeals the denial of the Zon.
<br />ing Administrator, stating the property is Just a few hundred feet below the re-
<br />quired 6,000 square feet, and believes this is not, or should not be the minimum fo:
<br />
<br />two houses on o~e lot. Attorney Samuel Dreizen, 711 W. 10th Street, representing
<br />
<br />property owners in the area, stated opposition to any change in the residential
<br />
<br />character of the northeastern area, and requested denial of the Variance. On motio~
<br />of Councilm-n Hubbard, seconded by Schlueter and carried, Appeal Application No. 25
<br />filed by J~,m, ie L. Mills, was denied, the recn~w, endation of the Zoning Administratol
<br />affirmed, and Variance Application No. 1485 denied.

<br />Appeal Application No. 27 of Willis L. Holland was again presented on Variance Ap-
<br />plication No. 1493, to build two single-family dwellings on property at a location
<br />south of 1517 No. Parsons Place, in the R-1 District, wherein Applicant appeals the
<br />denial of the Zoning Administrator and requests reconsideration on Variance. Mrs.
<br />
<br />Jack Nishiwaki, 1509 No. Parsons Street, stated her property is next door to the
<br />
<br />proposed construction and the frontage of the parcel is too narrow for both parking
<br />
<br />and the ingress and egress of cars; further, an increased dwelling would create a
<br />problem in the use of the septic tank and the supply of private well water. Mrs.
<br />A~her Hartel, Jr., 4709 W. Sunswept Avenue, presented communications fr~n Mrs. Leo
<br />
<br />LaCascia, 4717 W. Sunswept Avenue, and Mr. and Mrs. Kenneth Holland, 4701 W. Sun-
<br />
<br />swept Avenue, in protest of the two dwellings, and on motion of Councilman Brewer,
<br />seconded by Hubbard and carried, the co~mmu~ cations were received end filed. Mrs.
<br />Hartel objected to a change of zone for this area, stating it is an attractive, re-
<br />sidential single-family section, and granting the Variance would similarly encourag,
<br />the owners of surrounding property. Mrs. J. E. O~Neill, 4621 Sunswept Avenue, ob-
<br />Jected to the drainage problem from a septic tank to the rear of her property, and
<br />an additional unit on one lot would depreciate the area. The applicant stated that
<br />
<br />nearby property in the City of Garden Grove had been zoned Central Manufacturing,
<br />
<br />and the proposed R-2 use of his parcel should not be adverse to the c.'-,!~!~unity; als¢
<br />adequate parking would be provided and a capacity cesspool to take care of the proE
<br />lem. On motion of Councilman Hubbard, seconded by Schlueter and carried, Appeal Al)
<br />plication No. 27, filed by Willis L. Holland, was denied, the rec.-...~endation of the
<br />Zoning Administrator affirmed, and Variance Application No. 1493 denied.
