On motion of Councilman Heinly, <br />by Brewer and carried, the following Ordinance entitled: <br /> <br /> "Ordinance amending Prezoning of certain property prezoned <br /> by Ordinance No. NS-498'' <br /> <br /> was introduced, considered a~d placed on file for second reading. <br /> <br />This being the date set for hearing to establish the precise street alignment of <br />Sugar Avenue, between Harbor Boulevard and the Santa Ana River, as shown on Precis~ <br />Plan SA3, as recammended by the Planning Cummission; no protests were received and <br />the hearing was closed. The Council having unanimously waived the reading of the <br />Resolution, on motion of Councilman Heinly, seconded by Hubbard and carried, the <br />following Resolution entitled: <br /> <br /> "Resolution No. 61-178 adopting Precise Street Alignment of <br /> Sugar Avenue, Harbor Boulevard to the Santa Aha River, as <br /> shown on Exhibit PPSA No. 03" <br /> <br />was considered and passed by the following vote: <br /> <br />Ayes, Councilmen Royal E. Hubbard, Henry H. Schlueter, <br /> Dale H. Heinly, Bob Brewer, A. ^. Hall <br />Noes, Councilmen None <br />Absent, Councilmen None <br /> <br />On motion of Councilman Hubbard, seconded by Heinly and carried, the comm~nmicatiou <br />from the Planning Co~mission was received and filed, recommending approval of pro- <br />posed aanexation to the City of territory ~esignated "War,er & Salta N. & S. Annex <br />consisting of appreximately 206.6 acres, extending south from the center line of <br /> <br />Edinger Avenue, beginning at a point approximately 1534 feet west of Bristol <br />,, <br /> <br />Cu~m~nication was presented from the Planning C6,,-~ission advising of adoption of a <br />plan for handling storm runoff waters within the City Limits, consisting of storm <br />drain facilities, which is part of the Public Services Element of the General Plan <br />of Co.~nlty Development. On motion of Councilman Heinly, seconded by Hubbard and <br />carried, the co~aunication was received, filed, and the Clerk instructed to <br />a Notice of Public Nearing, setting the date on August 7, 1961. <br /> <br />Appeal Application No. 29 of Thyra M. Swales was again presented on Variance Appli- <br />cation No. 1501, to erect a professional office building with a reduced north side <br />yard, and to build an addition to same with a reduced south side yard, on property <br />at 2020-2024 No. Broadway, in the "P" District, wherein applicant appeals planning <br />Commission's condition that the west building wall contain translucent glass. Hal <br />Davis, 718 E. Santa Clara Avenue, representing Mr. H. H. Reisman, new owner of <br />said property, stated the Variance did eliminate the north and south side yards, <br />the property would be divided into two lots, and there would be no change in the <br />plans for the first building. Robert H. Jacobs, 2002 Victoria Drive, on behalf of <br />Mrs. W. V. Treadwell and other interested property o~mers on Victoria Drive, pro- <br />tested the unlimited height type of development in strip zoning, and requested the <br />adoption of an emergency Ordinance preventing buildings of more than two stories <br />in height being developed, stating the private rights of the residents are being <br />adversely affected, and the condition imposed by the Planning Commission for trans. <br />lucent glass should be required to maintain privacy in the backyards. Also, com- <br />mercial parking and traffic would flow over into Victoria Drive and other streets <br />if multi-story Buildings are permitted. Mr. Jacobs presented a statement of facts <br />and arguments signed by 26 persons unified in protesting the proposed construction <br />without three-foot side yards, the insufficient parking for building personnel and <br /> <br /> <br />
