R/W <br />Reso.No. 61-186 <br />Ordering Vacation <br /> <br /> ~ouncilman Heinly~ seconded by Hubbard and carried~ the following Ordinance en- <br /> titled: <br /> <br /> "Ordinance amending Article IX of the Santa Ana Municipal Code <br /> to change district classification on ~mendment Application <br /> No. 358 and amending Sectional District Map ll-5-10 (E~hibit <br /> A. A. 358A)" <br /> <br /> was introduced~ considered and placed on file for second reading. <br /> <br /> This being the date set for hearing to vacate a portion of St. AndrewsPlace~ be- <br /> tween Standard Avenue and Southern Pacific Railroad right-of-way; co~nications <br /> were presented fram the Planning Com~nission reccmmnending disapproval of the aban- <br /> donment requested by Kerr Glass Manufacturing Company, Alexander H. Kerr & Cc~pany~ <br /> Inc.; from Industrial Development Division, Chamber of Co~erce, unanimously appro~ <br /> lng and presenting reasons for said abandonment; frcm The Pacific Telephone and <br /> <br /> Telegraph Company, Anaheim, stating a plant is maintained in the northerly portion <br /> <br /> of St. Andrews Place and requesting reservation of an easement in this location pez <br /> sketch submitted; and a Resolution adopted July 24~ 1961, by the South Main Improve <br /> ment Association, opposing the proposed abandonment to the east of said avenues, or <br /> any rights of way pertaining thereto~ and advocating the extension and improvement <br /> of east and west feeder streets into Main Street. On motion of Councilman Heinly, <br /> seconded by Hubbard and carried, the conm~mications and Resolution were received <br /> and filed. George M~ax~ell, Coordinator of Endustrial Development Division, lllO <br /> Eastside Avenue~ urged consideration of the abandonment and referenced the nine <br /> <br /> reasons for the action taken by the Executive Committee. Mr. H. E. Freeman, 1631 <br /> <br /> So. Lewis Street, ^naheim~ representing Southern Pacific Railrond Company, supporte <br /> said abandonment and stated it would stimulate the business of the railroad as well <br /> as South Main Street, but opposed the extension of St. Andrews Place across their <br /> <br /> right-of-way. Orson H. Hunter~ 816 South Ross Street, stated he owns commercial <br /> <br />property at 830 So. Main Street~ and, as Chairman of the South Main ~treet Improve- <br />ment Association, is very much interested in the c~amercial welfare of South Main <br /> <br /> Street, and the free access of traffic to that area through improved east-west <br /> <br /> streets. Mr. R. F. Kalbus, Vice President, Alexander H. Kerr & Company~ Inc. 1221 <br /> <br />E. St. ~ndrews Place, stated the ~oposed abandonment is requested for the expansio~ <br /> <br /> of additional plants for which a track has been acquired on the south side of St. <br /> <br />Andrews Place, and the additional employment should be beneficial to the South Main <br /> <br />Street merchants. Raymond Gentry~ Chief Planning Engineer, Alexander H. Kerr & <br /> <br />Ccmpany~ Inc., 217 E. Pnmona Street, stated the abandonment action was instituted <br /> <br />only after an engineering study was made to develop the two properties involved~ an¢ <br /> <br />a spur with double trackage is required across East St o Andrews Place to provide <br /> <br />adequate rail service to their present and future plant facilities. J. Ogden M~rke~ <br />1814 So. Parton Street, expressed hope that the area could be retained and maintain~ <br />as an entrance to the South Ma~ping District, and stated there are many mer- <br />chants in the vicinity who have looked to the east of St. Andrews Place as a future <br /> <br />development for traffic ingress and egress. Nine people stood in protest of the <br /> <br />proposed abandonment. Glen Layton~ 1235 W. Santa Clara ~venue, protested the aban- <br />donment, stati~ he has property at 1~69 South Main Sbreet and there is considerabl~ <br />undeveloped acreage f~mediately to the east of Standard ~venue. Ben Sherwood, 1907 <br />So. Cedar Street, representing home owners of the area, protested the noise nuisance <br />fram the manufacturing plan%s and stated it is short-sighted for indus.- <br /> <br /> <br />
