077 <br /> <br />Ho <br /> <br />area, resulting in long-term economic benefits, including <br />increasing property tax revenues from property improvements. <br /> <br />Rationale <br /> <br />The development of remnant parcels not used within the widened <br />roadway, with privately owned and improved building sites, will result <br />in an efficient use of these land resources, which can be assessed for <br />property taxes, thereby restoring and maintaining a stable property <br />value throughout the Bristol Street corridor. The involvement and <br />assistance of the Redevelopment Agency can facilitate and accelerate <br />the process of assembling parcels, selling them to adjacent or other <br />private property owners and reducing the costs of redevelopment <br />through financial participation. These efforts are expected to help <br />ensure a coordinated and effective redevelopment of the entire <br />corridor, which will strengthen the economic base and local property <br />values, resulting in the eventual replacement of lost property tax <br />revenues due to right-of-way acquisition for this project, and providing <br />a basis for long-term, gradual increases in the property tax base. <br /> <br />Utilities <br /> <br />Significant Effects <br /> <br />No major disturbance of underground utilities is anticipated in order <br />to construct the widened roadway; however, the exact depth and <br />location of underground utilities along Bristol Street has not yet been <br />determined. Since overhead utility lines will need to be relocated <br />underground, the project may cause temporary disruption of electrical <br />and telephone service to some area businesses and residences. It is <br />possible to minimize any disruption to service during the construction <br />process through coordination with local utility companies. Property <br />owners will incur some costs for conversion from overhead to <br />underground service. <br /> <br />Findings <br /> <br />The following measures have been incorporated into the project, <br />which, if properly ~mplemented, will avoid or substantially lessen the <br />effects upon utilities to a level of insignificance. <br /> <br />Project plans and construction activities will be closely <br />coordinated with local utility purveyors in order to make the <br />necessary arrangements for the relocation of facilities and avoid <br />or minimize any disruption to service.
