O78 <br /> <br />that the utilities provide adequate notice to its customers of any <br />service disruptions. <br /> <br />Consideration will be given to the undergrounding of overhead <br />electrical and telephone lines as part of the project. <br /> <br />The City of Santa Ana's Public Works Director will coordinate <br />closely with all agencies and companies which maintain <br />underground or at-grade utility or energy facilities within the <br />areas to be disturbed by project construction activities. <br />Preliminary and final design plans will be made available to <br />such agencies for review and comment. At least 48 hours prior <br />to commencement of any excavation activities, the City will <br />contact the Underground Service Alert to notify the affected <br />utility/energy purveyors who can place their personnel at the <br />excavation site to assist in the location of underground facilities <br />during the exploratory digging immediately preceding <br />excavation. In this manner, the risk of line rupture to natural <br />gas, petroleum, and sewer facilities, which might release <br />hazardous substances and odors into the air, can be minimized. <br /> <br />Rationale. <br /> <br />Relocation and/or undergrounding of overhead utility facilities is a <br />very routine aspect of major street construction, such as the proposed <br />project. The utility purveyors employ specialists who will be contacted <br />by the City's engineers (or consulting engineers) during the final design <br />of the proposed improvements to properly identify all affected utility <br />facilities and to prepare strategies for safe relocation/undergrounding <br />and for interim service, if needed. Advance notification to the various <br />utility purveyors prior to commencement of construction and <br />excavation will allow these companies to provide field personnel during <br />construction to assist the contractor in locating, relocating, and <br />undergrounding affected facilities, as appropriate, and in connecting <br />interim service facilities as needed. Advance notice to utility <br />customers of pending or possible service disruptions will enable <br />affected customers to plan accordingly and to make whatever <br />arrangements they feel are necessary to function adequately during <br />that short-term disruption of utility service. Undergrounding of <br />existing overhead electrical and telephone lines would reduce visual <br />clutter in this corridor and help prevent damage to such facilities by <br />removing them from direct public contact. <br /> <br /> <br />
