08? <br /> <br />Finding <br /> <br />The following measure has been incorporated into the project which, if <br />properly implemented, will avoid or substantially lessen potential effects on <br />the floodplains and floodway within the project area, to a level of <br />insignificance. <br /> <br />Routine construction procedures will be implemented to minimize <br />impacts to the floodplains. With regard to the bridge over Santiago <br />Creek, the design will consider the possibility of the creek overtopping <br />its banks and will be designed in accordance with Federal Emergency <br />Management Agency requirements to withstand such an episode. <br /> <br />Rationale <br /> <br />The risks associated with the Santa Ana River floodplain at the southerly <br />periphery of the project area and the Santiago Creek are minimal. The <br />widening of the Santiago Creek Bridge would entail very minor <br />encroachments into the creek, which will not affect the floodway as long as <br />the existing bridge elevation is maintained. The proposed project would not <br />be a longitudinal encroachment into either of the two floodplains and would <br />not contribute to incompatible floodplain developmentl and would have no <br />significant impacts on natural and beneficial floodplain values, including <br />biological resources. <br /> <br />P. Streambed Modification <br /> <br />Significant Effects <br /> <br />Construction of a widened bridge section within Santiago Creek, could result <br />in the removal of several ornamental trees found along the roadway shoulders, <br />adjacent to the bridge. No wetlands resources are found within the <br />streambed. Some disturbance of non-significant streambed vegetation and <br />wildlife may occur and vegetation/wildlife supporting water flow could be <br />interrupted. <br /> <br />Finding <br /> <br />The following measures have be[n incorporated into the project which, if <br />properly implemented, would avoid or substantially lessen streambed <br />modification effects to a level of insignificance. <br /> <br />Replacement of trees will occur on those roadway shoulders without <br />surviving trees. <br /> <br /> <br />
