The design of the on site improvements will use existing and new landscaped areas <br />and other pervious surfaces to control and filter surface runoff prior to discharge <br />from the site. <br /> <br />10. Parking lots and structures will be cleaned regularly to remove silt, dust, debris, <br /> oil, grease, metals and other constituents. <br /> <br />Il. <br /> <br />A clarifying catch basin will be provided by the Register in the Register parking lot <br />approximately ]0 feet east of the future Fruit Street cul-de-sac. This catch basin <br />will contain a chamber to collect parking lot silt and other pollutants. The chamber <br />will be removed and debris cleaned out and properly disposed of on an as needed <br />basis. <br /> <br />LAND USE <br /> <br />Significant Effect <br /> <br />The expansion site, 6.6 acres, is currently shown on the City of Santa Aha General Plan <br />Land Use Element as Iow density residential and on the City Zoning Map as Multiple <br />Residential (R-3). The proposed project would develop this site in industrial uses, which <br />would result in an inconsistency between the City General Plan Land Use Element and <br />the Zoning Map and the land uses on the site. <br /> <br />Finding <br /> <br />Finding 1: <br /> <br />Changes or alterations have been required in, or incorporated into, the <br />project which avoid or substantially lessen the significant environmental <br />effect identified in the Final EIR. <br /> <br />Facts in Support of the Finding <br /> <br />As noted above, implementation of the proposed project would be inconsistent with the <br />existing City of Santa Aha General Plan Land Use Element and Zoning Map. The <br />following mitigation measure, amending the Land Use Element and Zoning Map, would <br />result An consistency between these documents and the proposed project, and would <br />reduce this effect of the project to a level of insignificance: <br /> <br />The Register will apply for a General Plan Amendment and zone changes for the <br />apartment sites, the street segments and the two parcels on Grand Avenue south of <br />Sixth Street (zone change only), as part of the negotiations for the amendment to <br />the existing Development Agreement with the City of Santa Aha, to bring the <br />zoning and General Plan designation for the site into compliance with the planned <br />land use. <br /> <br />AIR QUALITY <br /> <br />Significant Effect <br /> <br />Short term air quality impacts during construction, predominantly fugitive dust, are not <br />expected to result in a significant impact. If asbestos containing building materials <br />(ACI~Ms) are found during the demolition of the apartments and the carports, potentially <br />toxic air pollutants could be released. <br /> <br /> <br />
