<br /> This being the date set for hearing to adopt by reference a plumbing code known as ]
<br /> "Orange Empire Plumbing Code - 1961"; the Mayor asked the Clerk if any written pro-!i
<br /> tests had been received, and she replied there were none. Co~nunication was presen-
<br /> ted from Building Contractors Association of California, Inc., in favor of the
<br /> adoption of the Code, and on motion of Councilman Brewer, seconded by Hubbard and
<br /> carried, the c~maunication was received and filed. The hearing was closed. On
<br /> motion of Councilman Brewer, seconded by Hubbard and carried, the following Ordi-
<br /> nance entitled:

<br /> "Ordinance adopting by reference a plumbing code known as
<br /> 'Orange Empire Plumbing Code - 1961' providing for the
<br /> protection of the public health and safety, and the quali-
<br /> fication and registration of persons engaged in the busi-
<br /> ness of plumbing, or laboring at the trade of plumbing;
<br /> requiring permits and inspections for the installation or
<br /> alteration of plumbing and drainage systems; defining certain
<br /> terms; establishing minimum regulations for the installation,
<br /> alteration or repair of plumbing and drainage systems and the
<br /> inspectioa thereof; providing penalties for its violation;
<br /> and repealing conflicting Ordinances; and amending Sections
<br /> 8200, 8201 and 8202, and repealing Sections 820~, 8204,
<br /> 8205, 8206, 8207, 8208, 8209, 8212, 8213, 8214, 8215, 8216,
<br /> 8217, 8218, 8219, 8220, 8220.1, 8221, 8222, 8223, 8224,
<br /> 8225, 8226, 8227, 8228, 8229, 8230, 8231, 8232 and 8233 of
<br /> Chapter 2, Article VIII ~the Santa Ana Municipal Code"

<br />was introduced, considered and placed on file for second reading.

<br />This being the date set for hearing on Amendment Application No. 362, filed by R. GJ
<br />Holccmb, amending Sectional District Map 8-5-9, to reclassify from the R-1 to the
<br />R-3H District, property on the north side of First Street, between Tustin Avenue and
<br />Mabury Street, all as shown on Exhibits AA 362A, AA 362B and AA 362C; no protests
<br />were received and the hearing was closed. On motion of Councilman Heinly, seconded
<br />by Brewer and carried, the following Ordinance entitled:

<br /> "Ordinance amending Article IX of the Santa Ana Municipal Code
<br /> to change district classification on Amendment Application No.
<br /> 362 and amending Sectional District Map 8-5-9 (Exhibit
<br /> AA 362 C)
<br />
<br />was introduced, considered and placed on file for second reading.

<br />On motion of Councilman ~e inly, seconded by Brewer and carried, the reco~mzendation
<br />of the Planning Department was approved and the request of Paul Calvo, Agent for
<br />owner, granted, for an extension of time from October 17, 1961 to October 17, 1962,
<br />on Tentative Tract Map No. 3921, filed by Westport, Ltd., creating 70 lots located
<br />between Fairview and Sullivan Streets on the north side of Willits Street, subject
<br />to conditions.

<br />Appeal Applicatiou No. 37 of The First Church of God of Santa Aha, was presented on
<br />Conditional Use Permit Application No. 62, to establish a new church development on
<br />property at 42~ South Newhope Street, in the R-2 District, wherein Applicant appeal~
<br />condition (10): "That there be a six-foot solid masonry wall around the entire par~-
<br />ing area terminating at the 20-foot front yard setback (no wall at driveway entran-
<br />ces),'' and proposes that the required masonry wall should be constructed only on
<br />such property lines as may abut residential uses and on such property that is presemt-
<br />ly being considered for development of said Church. Joseph Columbo, Architect, 2132
<br />North Main Street, stated the Church had deeded property to the City for drainage,
<br />street purposes, and sewer easements, and objected to Condition (lO),reference the
<br />construction of a six-foot masonry wall along the frontage of the northwest portion
<br />of the property, as a burden at this time. Also, there is another parking lot for
<br />the school and no masonry wall was required for that property. At the southerly
<br />boundary of the property the proposed chain link fence will be substituted by a con-
