Communication was presented from the Orange County Water District enclosing material~ reference a discussion before the Board of Directors, Associated Chambers, concerning the flat-rate basis for water used for domestic and/or municipal p~wposes, and call-~ attention to approval by State Public Utilities Corem1 ssion for utilities distrib~ uting water to meter all their servicecounections. The Council having unanimously waived the reading of the Resolution, on motion of Counc~m-n Hubbard, seconded by Heinly and carried, the following Resolution entitle~: "Resolution No. 61-236 of the City of Santa Aha requesting the Public Utilities C~mm~ssion to require the metering of all water service connections in the Orange County Santa Aha River Basin" was considered and passed by the following vote: Communication Anton H. Segerstrom et al (Old Delhi Drainage District Channel) Release Bond Tract No. B679 Ayes, Councilmen Royal E. Hubbard, Henry H. Sehlueter D~le H. Heinly, Bob Brewer, A. A. Mai l Noes, Councilmen None Absent, Councilmen None On motion of Connc~msn Hubbard, seconded by Brewer and carried, action was continue~ until the next meeting on communication signed by Anton H. Segerstrom and four other l~ persoas owning property located upon the Old Delhi Drainage District Channel, betwee~ Talbert Road and Sunflower Avenue, w~st of Bristol Street, proposing to fill said drainage to the level of the adjoining land, supplying the dirt and grade at owners' expense, in exchange for quitclaim by the City to said lands or drainage easements across the same, at said location, and requesting to be advised if such proposal is accepted. On recommendation of the Department of Public Works, and on motion of Councilman Hubbard, seconded by Schlueter and carried, bond in the sum of $141,500.00, filed byl Henry C. Cox, for the improvements on property located on the south side of Delhi Release Bond Tract No. 38~1 Road approximately 2500 feet west of Bristol Street, in Tract No. B679, was ordered i: released and improvements accepted as completed. On recommendation of the Department of Public Works, and on motion of Councilman Hubbard, seconded by Scblmeter and carried, Cashier's check No. 10023938, dated May 25, 1961, in the s~ of $15,000.00, filed by Hodges Building Corporation, for the improvements on eight lots located 320 feet north of McFadden Avenue and on the west side of Grand Avenue, in Tract No. 38~1, was ordered released and improvements Change Order No. 1 Cox Bros. Const. Co. Widen Bolsa Ave. btn Harbor Blvd. west of Maxine Street, Project 120 accepted as completed. On motion of Counc~!m~u Hubbard, seconded by Schlueter and carried, the request of the Department of Public Works was granted, and Change Order No. t, dated September 22, 1961, with Cox Brothers Construction Company approved, for additional materials and labor not anticipated nor included in the contract and necessary in the widening of Bolsa Avenue, bet~reen Harbor Boulevard and a point approximately 600 feet west of Maxine Street, Project 120, at an increased total cost of $4,256.96.
