District. Clarence Minery, 1002 South Shelton Street, stated a petition was pre- sented at the Planning Commission meeting containing approximately 62 signatures previous on/Appeal Application No. 23, Variance Application No. 1481, protesting the grant- ing of the Variance and the property should remain R-1. On motion of Counc~lm~n Hubbard, seconded by Brewer and carried, the recommendation of the Zoning Administrator was approved, and Appeal Application No. 46 filed by Harold L. Wilso~ Appeal Appl. Saucedo was again presented on Variance Application No. 1536, to convert a family recreation building into a bachelor apartment, on property at 1618 West Fourth Street, in the C-1 District, wherein Applicant states: "Started recreation building in 1957 and in 1959 wanted to chang$ to a small apartment and learned on f~e! inspection that the zone had changed." Mr. Saucedo requested reconsideration of the denial of the application and stated he made improvements on this property during the time the zoning was C-2 District and at that time could have erected two buildings on said property without any objections from the neighbors. Further, since that time the zoning has changed to commercial and have spent considerable money constructing this bachelor apart- ment. Eddie Munoz, 1622 West Fourth Street, David Cruz, 1613 West Fourth Street,~ and Mrs. Arcadio Martinez, 1605 West Third Street, stated their reasons for obJectJ ing to the rental of the apartment by a bachelor because of the young children in the area and the close proximity of the school. The Council having unanimously waived the reading of the Resolution, on motion of Councilman Heinly, seconded by Brewer and carried, the following Resolution entitled: "Resolution No. 61-267 granting Variance No. 1536 on Appeal Application No. 38 filed by Manuel G. Schlueter Absent, Councilmen None Appeal Application No. 45 of Mrs. Marion B. Adams, was presented on Conditional Us~ Permit No. 77, to establish a six patient infirmary for care of physically handi- capped and mentally retarded children (1-5 years old) from State Hospital, at 821 Mountain View, in the R-1 District, wherein Applicant appeals the denial of the Zoning Administrator. Mrs. Adams stated there is a strong need for home care of the physically hand~capped and mentally retarded children; there would be no advertising as this is strictly a private operation and the property will have a 6 foot fence. Also these children will be crib patients and will not come in contact with the norm,1 neighborhood children. The Applicant further stated ther are private homes caring for handicapped or retarded children located in Costa Mesa, Buena Park and Anaheim and business has not been brought into the area. A petition was presented signed by eighteen property owners in the immediate area favoring the granting of this Appeal, and on motion of Counci~m~u Hubbard, seconded by Brewer and carried, the petition was received and filed. Mrs. Edward Kobetich, 714 Nort~ Mauntain View, presented a protest petition signed by approximately nine persons, setting forth six reason~ for the denial of the Appeal. On motion of Councilman i~ Hubbard, seconded by Schlueter and carried, the petition was received and filed.
