<br />Applicant states: "Started recreation building in 1957 and in 1959 wanted to chang$
<br />to a small apartment and learned on f~e! inspection that the zone had changed."

<br />Mr. Saucedo requested reconsideration of the denial of the application and stated
<br />
<br />he made improvements on this property during the time the zoning was C-2 District
<br />
<br />and at that time could have erected two buildings on said property without any
<br />
<br />objections from the neighbors. Further, since that time the zoning has changed
<br />
<br />to commercial and have spent considerable money constructing this bachelor apart-
<br />
<br />ment. Eddie Munoz, 1622 West Fourth Street, David Cruz, 1613 West Fourth Street,~
<br />
<br />and Mrs. Arcadio Martinez, 1605 West Third Street, stated their reasons for obJectJ
<br />
<br />ing to the rental of the apartment by a bachelor because of the young children in
<br />
<br />the area and the close proximity of the school. The Council having unanimously
<br />
<br />waived the reading of the Resolution, on motion of Councilman Heinly, seconded by
<br />
<br />Brewer and carried, the following Resolution entitled:

<br /> capped and mentally retarded children (1-5 years old) from State Hospital, at 821
<br /> Mountain View, in the R-1 District, wherein Applicant appeals the denial of the

<br />Zoning Administrator. Mrs. Adams stated there is a strong need for home care of
<br />
<br />the physically hand~capped and mentally retarded children; there would be no
<br />
<br />advertising as this is strictly a private operation and the property will have a
<br />6 foot fence. Also these children will be crib patients and will not come in
<br />
<br />contact with the norm,1 neighborhood children. The Applicant further stated ther
<br />
<br />are private homes caring for handicapped or retarded children located in Costa Mesa,
<br />Buena Park and Anaheim and business has not been brought into the area. A petition
<br />was presented signed by eighteen property owners in the immediate area favoring the
<br />granting of this Appeal, and on motion of Counci~m~u Hubbard, seconded by Brewer
<br />and carried, the petition was received and filed. Mrs. Edward Kobetich, 714 Nort~
<br />Mauntain View, presented a protest petition signed by approximately nine persons,
<br />setting forth six reason~ for the denial of the Appeal. On motion of Councilman i~

<br />Hubbard, seconded by Schlueter and carried, the petition was received and filed.
