ROBERTS 2, TODD SF 415 541 0944 P,08 <br /> , 151 <br /> <br />EFFECTS DETERMINED TO BE INSIGNIFICANT <br /> <br />The City of ~uta Ann prepared aa Inilial Study to identify effects of the <br />proposed project which are and are not potentially significant..~t the time' <br />the initial study was prepared and circulated, it was anticipated that the <br />project would have no impact on human health. However, during the publlo <br />review period the city received e comment letter from the Orange County Vector <br />Control District which indicated that a potential existed for rats and breeding <br />mosquiloes to affect persons in the project area. This topic of environmental <br />analysis (human health) has been removed from the no impact discussion. Those <br />topics which were determined not to have significant effects or to have <br />beneficial effects are stated below: <br /> <br />The project will decrease the area covered by impervious surfaces, and thus <br />decrease the rate and amount of runoff during storms by a small amount. No <br />significant modifications to surface drainage patterns or ground water <br />conditions will result from the project. The project is not anticipated to . <br />substantially reduce the amount of water available in public water supplies.' <br />The reduction in residential uses within the area and the resultant reduction <br />in waler demand is expected to offset the water required for new landscaping. <br /> <br />Planl Life <br /> <br />No unique, rare or endangered species of plants are known tn occur in the <br />planning area. The landscaping proposed by the project will substantially <br />increase the amount and diversity of plant life in the project area, more than <br />offsetting the loss or any existing vegetation as a result of the project, <br /> <br />No unique, rare or endangered animal species are known to feed, nest, or mate <br />in the project area. No reduction in the numbers or diversity of animal life <br />are expected to result from implementation of the plan. The introduction of <br />substantial amounts of new landscaping may have the beneficial effect of <br />providing new habitat for small species of birds and animals that are adapled <br />to urban areas. <br /> <br />Natural Resources <br /> <br />The consumption of resources associated with implementation of the plan would <br />represent an insignificant proportion of the regional supply, and the energy <br />and water needed to support the long-term maintenance of the project area would <br />not substantially exceed current levels. <br /> <br />Risk of Upset <br /> <br />The comsat;iai, office and residential uses proposed by tile project do no, pose <br />any unique or unusual hazards or risks related to explosion or the release of <br />toxic malaria{s, <br /> <br /> <br />
