<br />Planning Commission was approved, and the request of Z.B. West, President, Veterans
<br />Industries, Inc., was granted, for the waiving of off-street parking requirements at 311
<br />East Fourth Street, as prescribed by Section 9230.225 of the Zoning Ordinance.
<br />Communication was presented from the Planning Department recommending denial of Preliminary
<br />
<br />Record of Survey Map No. 230, filed by Henry C. Cox, creating four lots located north and
<br />
<br />east of the intersection of Flora and Salts Streets. On motion of Councilman Heinly,

<br />Magarro, creating four parcels on property on the south side of Sugar Avenue approximately
<br />850 feet west of Harbor Boulevard, communication was presented from the Planning Department
<br />
<br />recommending approval of Preliminary Record of Survey Map No. 227, subject to conditions.

<br />almost impossible to comply with the alley requirements on Parcels Nos. 1, 2 and 3, as it
<br />
<br />would serve no purpose to the present owners, or any owners in the foreseeable future and
<br />
<br />called attention to the proposed Ordinance which would permit Council to grant exceptions
<br />
<br />to the alley requirements, Hugh Halderman, 136 West Washington Avenue, Engineer for Mr.
<br />Magarro and the Subdivider, stated the present records show parcels Nos. 2 and 3 as two

<br />separate parcels on the Assessor's Rolls and Statutes require them to be shown as existing
<br />on the Record of Survey, and the line could not be deleted. On motion of Councilman Heinly,
<br />seconded by Hubbard and carried, Preliminary Record of Survey Map No. 227, filed by John
<br />Magarro, was approved, subject to conditions, the first condition being that Lots 2 and 3
<br />as shown on the Record of Survey Map be considered to be one lot and that the final Record
<br />of Survey Map have that line deleted, that Conditions A, B, C, D, E, F, G, H, I, J, K, M
<br />and N as recommended by the Planning Department be complied with, and consistent with the
<br />proposed Ordinance that no alleys are required.

<br />creating two parcels located at the southwest corner of Chestnut and Lyon Streets, subject
