497 <br /> <br />~stall Traffic <br />Signal System <br />Edinger Avenue and <br />reenville Street <br /> <br />Attorney Edwin P. Martin, 811 North Broadway, representing Mr. and Mrs. Melton, <br /> <br />requested permission to reserve a one-foot control strip on Mr. Melton's property <br />to control access to the alley as they believe the adjoining property owner is <br /> <br />aware that the City will require the Meltons to install an alley, and thel property <br /> <br />owner believes he will be able to take advantage of this situation, which will <br /> <br />substantially enhance the value of his land without having to share in the cost of <br /> <br />the improvement. Mr. Martin requested that the one-foot control strip be granted <br /> <br />to the Council or retained by Mr. and Mrs. Melton to recoup some of the cost in- <br /> <br />volved. It was moved by Councilm~n Heinly, seconded by Hubbard and carried, that <br />Preltm~uary Record of Surveys 232 and 256 be amended to impose an additional con- <br />dition that the applicant, Mr. and Mrs. Melton, amend their Maps to provide a one- <br />foot reserved strip to the north of said alley and grant a deed in fee to the City. <br />and proper authorities of the City be authorized to enter into an agreement with <br /> <br />Mr. and Mrs. Melton, said agreement to provide for the reimbursement of the <br /> <br />on a pro-rata share of the cost of the alley and of the improvements,to be <br /> <br />from any person granted access to said alley in the future, said access to be in <br /> <br />effect for only ten years. On motion of Counc~!m~n Heinly, seconded by Hubbard <br /> <br />and carried, the co,,aunication frem Attorney Martin was received and filed. <br /> <br />The M~kyor asked the people in the audience interested in the matter of the request. <br /> <br />ed traffic signal on Edinger Avenue near Smedley Jr. High School and ~Diamond <br /> <br />tary School to stand. Approximately 25 persons stood. The Manager presented a <br /> <br />written report from the Department of Public Works, reference recommended tra ~f~ic <br /> <br />signal location and cost estimate for traffic signal on Edinger Avenue near Diemon, <br /> <br />Elementary and Smedley Junior High Schools, initiated by the Council at the meet- <br />ing of June 4, 1962, and orally reported after considering such factors as pedes- <br />trian and vehicular volume in the vicinity of the two schools~ areas of pedestrian <br /> <br />generation, expected actions of various-age students and other factors, it is re- <br /> <br />c~ended that the traffic signal on Edinger Avenue be located at Center Street. <br /> <br />The cost estiraate of a Non-Standard Flashing Yellow, Two Faced Signal System is <br /> <br />approx!mately $4,600.00, it is our recommendation that this type not be used, our <br /> <br />recommendation is that we go forward with a standard type signal conforming to <br /> <br />both State and National standards, at the estimated cost of $6,500.00. On motion <br />of COuncilm~u Hubbard, seconded by Schlueter and carried, the report from the De- <br />partment of Public Works was reCeived and filed. Norris H. Mayes, 1619 South ToWn <br />Street, President, Southwest Santa Ana Civic Association, Inc., presented and read <br />a report stating that at a specially called meeting of the Association and cummGni <br />ty residents a motion was made, and passed by unanimous vote, to recommend the place <br />ment of the proposed mechanical signal at the intersection of Greenville Street <br /> <br />and Edinger Avenue because: (1) Closer to business area. (2) Will accommodate <br /> <br />more adult residents as well as children. (3) Closer to bookmobile. (~) Child- <br />ren and adults living in area southwest of intersection of Edinger Avenue and Green <br />ville Street will have more direct access to school facility (Diamond School). <br /> <br /> (5) Edinger Avenue and Greenville Street intersection is a more central location. <br /> (6) It will accommnodate autcmobile drivers who park on south side of Edinger Ave- <br /> nue. (7) It will facilitate pedestrian delivery and pick-up in front of Diamond <br /> <br /> School. Mr Mayes further stated the people who attended the meeting unanimously <br /> <br /> agreed to go along lO0~ with the decision of the Council. On motion of Councilman <br /> <br /> <br />
