These include <br />regular watering minimizing cleared areas, paving seeding ar landscaping right after grading <br />activities, the use of water tracks or spttnlder systems, regular street sweeping and use of soil <br />stabilizers and binders. <br /> <br />Tracks transporting debds and excavated/fill material shall be covered at all times, and trucks <br />shall be washed down with water before leaving the site. <br /> <br />Redevelopment projects shall comply with Federal, State and SCAO. MD regulations on air quality <br />and pollution control regulations prior to development. <br /> <br />New stntcturez should utilize solar energ), Or other Title 24 measures for lighting hetm'ng and <br />power, as much as is feasible. <br /> <br /> Tot lots, athletic fields, school facilities, and other active park areas shall be located away from <br /> busy roads and intersections to avoid locations near emissions hot spots. ~ <br />Those projects requiring major construction will be required to undergo en~t~rIh~t~J~ o~ an <br />individual basis. The maintenance and <br />expansion of open space will also have a beneflcidl,4~i~pact in that there will be more land area available <br /> <br />for groundwater recharge. <br /> <br />Finding: Finding 1 <br /> <br />Facts in Support of Finding: <br /> <br />Hazards posed by floodwaters can be prevented by requiting compliance with the City's standards on <br />floodplain deve!opmen~ limitation on paving construction to withstand flooding and prevention of onsite <br />ponding. ~4lso, to assist in water conservation efforts, thc use of reclaimed water for landscaped areas shall <br />be encouraged as much as possible. Potential impacts can be mitigated to insignificant levels. <br /> <br />PLANT AND ANIMAL LIFE <br /> <br />Potential Signlfcant Effect: <br /> <br />The construction of individual projects under the Community Facilities Improvement Plan will not likely <br />impact any habitats that contain rare or endangered or candidate species. However, the eMsting parks do <br />serve as habitats for birds and small mammals that would be commonly found in a natural setting. <br />Construction activities may result in small mammals and rodents moving to adjacent parcels to escape <br />construction related noise and other disruption. New development in areas located in the vicinity of <br />remaining undisturbed areas (such as near Santiago Creek) or involving larger parcels of land should be <br /> <br />589 <br /> <br /> <br />
