These type of <br />land uses will not typically involve the large scale us~ ~torage, or production of hazardous materials. No <br />facilities envisioned under the proposed Community Paciiltie.~ Improvement Plan will involve the closure <br />or otherwise restrict the use of a~erial roadways that would be used for evacuation routes. <br /> <br />The addition of law enforcement and fire protection facilities will improve the level of public safety services. <br />The Community Facilities Improvement Plan will al~o involve the renovation and construction of new <br />community a~d recreation centers which may be used for treatment/evacuation center~ in the event of a <br />major disaster. These are benefu~al impoct~. <br /> <br />Finding: Finding I <br /> <br />Facts in Support of Finding: <br /> <br />The projects envisioned under the Community Facilitiet Improvement Program will not result in any adverse <br />significant impacts in term~ of risk of upset. Under current Federal and State laws, public agencies are required to provide <br />just and fair compensation for real property obtained through an agency's use of polic~ powers. The just <br />and fair compensation provisions require that property ownen must receive payment for bath the acquisition <br />of real properly (based on fair market value appraltah) az well as other costs for relocation, etc. As <br />indicated previously, the Redevelopment Agency will not be permitted to use eminent domain powers for <br />this Plan. At any time when ~ncy fundr~ will l~ u~ed to acquire additional land for the facilities <br />envisioned under this Plan, additional CEO.
