O~ motion of Councilman Hubbard <br /> seconded by Heinly and carried, the c~-m~mication was received and filed. <br /> Communication was presented from the Planning Commission rec~ending approval of <br /> proposed annexation of territory designated "Fairhaven and Grand Southeast Annex" <br /> consisting of apprc~m~tely 5.5 acres, located at .the southeast corner of Fairhaven <br /> and Old Grand Avenues. On motion of Councilman Hubbard, seconded by Heinly and <br /> carried, the c~.mication was received and filed. <br /> <br />Communication was presented from the Planning Director requesting the Council to con- <br />sider the establishment of a policy for street dedication and improvements on resi- <br />dential properties on West 6th and West 7th StreetS between Rosita and Euclid (Veraho) <br />Streets, and the previous policy in regard to this area has been to suggest the <br />establishment of a private assessment district to defray the cost of providing needed <br />street, curb and sidewalks as well as street lights and other public improvements <br />generally found in residential developments. This i~olicy has been difficult to <br />initiate for it involves private organization, cooperation and implementation to be <br />effective. This area, annexed to the City in April, 1959, has had a history of <br />Variances, Conditional Use Permits and property cuts which tend to indicate that the <br />area is undergoing a developmental change. The Planning Department anticipates <br />further development proposals in this area and a policy should be Considered that <br />will assure the provision of adequate street dedication and improvements for the <br />area in question. On motion of Collnci~man Hubbard, seconded by Heinly and carried, <br />the comnnunication wa$~.~ceiv~d, filed, and referred to/staff for appropriate action. <br />Mrs. ~ly J. Hayhurst, ~15 West lOth Street, stated she is the owner of property to <br />be affected by Variance Application No. 1659 filed by Hacienda Garden Development <br />Company to build a subdivision of single family dwellings on property located Immed- <br />iately east of ~630 West 17th Street and immediately southwest of the Pacific Electric <br />Ra~.lway Co. right-of-way, to be cha~ed from the M-1 to the R-1 District, and <br />requested reversal of the Zoning Administrator's decision.
