381 <br /> <br />RESOLUTION NO. 96-008 <br /> <br />A RESOLUTION OF THE CITY OF SANTA ANA TO AMEND RESOLUTION NO. 82- <br />110 TO CHANGE CERTAIN PROVISIONS IN THE BASIC COMPENSATION PLAN FOR <br />CLASSES OF EMPLOYMENT DESIGNATED AS UNAFFILIATED CONFIDENTIAL (UC). <br /> <br /> WHEREAS, Section 1004, Article X of the City Charter of the <br />City of Santa Ana requires the City Manager to prepare, install and <br />maintain a position classification and pay plan subject to civil <br />service rules and regulations and the approval of the City Council; <br />and <br /> <br /> WHEREAS, on August 2, 1982, the City Council passed and <br />adopted Resolution No. 82-110 revising and re-establishing the <br />Basic Classification and Compensation Plan for the Officers and <br />Employees of the City of Santa Aha; and <br /> <br /> WHEREAS, on July 1, 1991, the City Council passed and adopted <br />Resolution No. 91-067 amending said Basic Classification and <br />Compensation Plan to designate certain classes of employment as <br />Unaffiliated Confidential (UC) and to set forth certain levels of <br />salaries and benefits; and <br /> <br /> WHEREAS, on November 6, 1995, the City Council approved the <br />terms and conditions of a new SACEA/SEIU MOU for Fiscal Years 1995- <br />98, providing for a 2% at 55 PERS Retirement Benefit, revised <br />health insurance provisions, and expanded salary rate ranges which <br />include a new hiring step ten rate ranges lower than the previous <br />"A" step; and <br /> <br /> WHEREAS, it is the City's desire that Unaffiliated <br />Confidential employees should continue to be subject to the same <br />changes in provisions pertaining to salary step advancement, and <br />should be eligible for the same health and retirement benefits <br />based on similar conditions as provided to represented (SACEA/SEIU) <br />non-management, general service "miscellaneous" employees; and <br /> <br />WHEREAS, it is now desired to: <br /> <br /> 1. provide for a one percent (1%) salary reduction for PERS <br />non-sworn "miscellaneous" employees designated as Unaffiliated <br />Confidential (UC), effective July 1, 1997. This one percent salary <br />reduction shall be contributed toward the total 3.266% cost of the <br />2% at 55 PERS Retirement Benefit; and <br /> <br /> 2. provide for Unaffiliated Confidential employees the same <br />health insurance benefits and employer paid insurance premium <br />contributions as are provided for SACEA/SEIU represented classes of <br />employment; and <br /> <br /> <br />
