The provisions for underground cables to the site would require <br />excavation, potentially disrupting traffic and circulation in the project vicinity resulting in temporary <br />significant impacts. <br /> <br />Finding <br /> <br />Finding 1: <br /> <br />Changes or alterations have been required in, or incorporated into, the project which <br />avoid or substantially lessen the significant environmental effect identified in the <br />Final EIR. <br /> <br />Facts in Suppor~ of the Finding <br />The following mitigation measure will reduce potential traffic impacts resulting from placement of <br />electrical cables to a less than significant level: <br /> <br />Any installation of new electrical cable that would disrupt traffic shall occur during off-peak <br />hours or at night. <br /> <br />CULTURAL RESOURCES <br /> <br />Significant Effect <br /> <br />As the project site has not been excavated, future grading and construction activities could disrupt <br />cultural resources if present on the site. <br /> <br />Finding <br /> <br />Finding 1: <br /> <br />Changes or alterations have been required in, or incorporated into, the project which <br />avoid or substantially lessen the significant environmental effect identified in the <br />Final E1R. <br /> <br />Facts in Support of the Finding <br />The proximity of Santiago Creek contributes to the likelihood of discovering cultural resources. It <br />appears no significant cultural resoumes would be affected by the construction of the proposed <br />Project since none were reported in previous surveys. However, the potential always exists that <br />resources could be encountered in areas not previously excavated. Should this situation occur, there <br />would be the potential for a significant impact. The following mitigation measure will reduce this <br />potential impact to a less than significant level: <br /> <br />1.
