'SIGN ENCROACHMENT On motion of Councilman Hubbard, seconded ~ by Councilman Schlueter and carried, · ~ Council authorized execution of an agreement to remove encroachment from setback area with Fairfax Sign Company, Santa Ana Realty, and Victor C. Alleman, for sign at 606 West 17th Street. STREET IMPROVEMENTS On motion of Councilman Hubbard, seconded by Councilman Schlueter and carried, Council authorized execution of an agreement with Santa Ana Unified School District relative to construction and cost for street improvements adjacent to McFadden Jr. High School and LincoLn Elementary School. ~.MATERIALS TESTING On motion of Councilm~u Hubbard, seconded by Counc~lm~n Schlueter and carried, Council authorized execution of an agreement with the County of Orange for materials testing through 1963-64 Fiscal Year. ,d~:f' PLANNING COMMISSION APPOINTMENT It was moved by Councilman Harvey, seconded by Councilman Hubbard and carried, that Everett Parks be appointed to fill the vacancy created by the resignation of Malcolm Smith. SHOEMAKER CLAIM Acting on the recom~endation of the City Attorney, it was moved by Councilman Hubbard, seconded by Councilman Schlueter and carried~ that the Council deny the claim of Clyde Shoemaker relative to damages to real property by reason of unlawful seizure for dam site. 17TH STRzm"±' PARKING MANAGER'S REPORT The City Manager reported on his meeting with the businessmen of 17th Street, regarding the parking limitations along 17th Street, and outlined a three-point program as follows: An experiment with short-term parking zones and stalls on streets entering into 17th Street from the north and south. Only 24 minute and one hour parking would be permitted, thereby eliminating the all day parking. 2. An investigation of the possibility of actually widening the south side of 17th Street between Bush and Spurgeono A study of the other areas, on the north and south sides of 17th between Main and Broadway to evaluate the possibility of a construction project which would place new curbs and gutters in this area, reduce the side- walk width, and still provide necessary drainage, with the reco~endation that the expense involved be undertaken by the abutting properties. On motion of Councilm~u Hubbard, seconded by Councilman Schlueter and carried, the Manager's report was received and ordered filed; and authorization was granted to proceed with the preparation of design specifications for the ~south side of 17th Street between Bush and Spurgeon.
