M. <br />Duntlay to reclassify fr~ the R .1 to the <br />1~ 2 District property on the east si~e of <br />Artesia between Pine and Y~rtle.~ Plannln~ <br /> <br />Commission Resolution 5632 rock, ended approval of applicant's proposal. <br /> <br />The Clerk reported that proper notice of the hearing had been given, that evidence <br />thereto was on file, and that no written ccmmnmications had been received. There <br />being no response to the Mayor's call for testimcmy, the hear!~=_ was cl0sad. <br /> <br />On motiom of Councilman Wubbard, eeccaded by Councilman Harvey and carried, the <br />City Council approved the reelaesification and instructed the Cit. y Attorney <br />to prepare an amending ordinance according to Exhibit AA 451 A, <br /> <br />HEARING - <br />APPLICATION 454 <br />SAKIOEA <br /> <br />Mayer Hall c~ened the hearing on Amendment <br />Application 454 filed by Roy X. Sakioka <br />to reclassify fram the M 1 to the C 2, <br />R ~ amd R 4 Districts property on the <br />north and south sides of new Mac Arthur <br /> <br />Boulevard between Main Street and the Newport Freeway. pla-u~E Commission <br />Resolution 56~ rec~nded denial of the proposal. The Clerk reported that <br />proper notice of the hearing had been given and that evidence thereto was on file. <br /> <br />The Clerk also reported that c~ications favoring the reclassification had <br />been received from Leo Herin, 209~ Federal, Costa Mesa, owner of contiguous property <br />north of subject property; James C. Dodson, Jr., Ina L. Stephens, Robert B. Holland, <br />and james A. Stephens, owners of adjacent property. Communications ~pposing the <br />reclassification were received frmathe Piasmad~ae Corporation and frcea LeRoy D. <br />Owen. On motion of Councilman Hubbard, seconded by Councilman Schlueter and carried, <br />c~unications were received end ordered filed. <br /> <br />Dale Heinly, 611 West Sth Street, attorney for the applicant, stressed the over- <br />abundance of M 1 zoning which resulted when industries had not located locally as <br />rapidly as anticipated; the benefit that would result to other property owners <br />from the sewerage installation; and the increased sales and property taxes paid <br />to the city. Mr. Heinly also noted that the use would not be incc~apetible with <br />the Borg-Warner pl~-t, and that the applicant would not object to a CD zone <br />over]~y.~ <br /> <br />Mr. Heinly presented proposed development plans, street layout~ and an aerial <br />photograph of the area shewi~the proposed sewer installation. <br /> <br />Leo Rovin, 209~ Federal, Costa Mesa, spoke in favor of the rezonim6, saying it <br />would decrease cc~petition for re~aining industrial property owners. <br /> <br />James A. Stevens of Jasco Materials Co., 2540 So. Main Street, spoke lnfavor of <br />the C 1 zoning proposed for Main Street as being beneficial to other c~rcial <br />users. Mr. Stevens also spoke on behalf of Mrs. Lou Stevens, property owner, stating <br />she favored the proposal. <br /> <br />Ven Stevens, representing the Planning Ccamaission, stated that this was one of a <br />series of applications represent in g a vast acreage; that the planning C-w--~ssion <br />did not have all of the exhibits presented to the City Council, nor did they <br />know of the suggestion for CD zoning; that the P~-~n2 C~-~ssion wished to <br />consider all the applications for N 1 to residential use at one time because of <br />the vast acreage involved.
