61 <br /> <br />RESOLUTION NO. 2000-019 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA TO AMEND RESOLUTION NO. 96-095 TO <br />EFFECT CERTAIN CHANGES TO THE CITY'S BASIC <br />CLASSIFICATION AND COMPENSATION PLAN FOR <br />UNREPRESENTED ADMINISTRATIVE MANAGEMENT, <br />AND TO AMEND THE ANNUAL BUDGET TO ADD ONE <br />POSITION IN THE POLICE DEPARTMENT <br /> <br /> WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Ana <br />requires the City Manager to prepare, install and maintain a position classification and <br />pay plan subject to civil service rules and regulations and the approval of the City <br />Council; and <br /> <br /> WHEREAS, on November 18, 1996, the City Council passed and adopted <br />Resolution No. 96-095 establishing a Basic Classification and Compensation Plan for <br />classes of employment designated as unrepresented Administrative Management; and <br /> <br /> WHEREAS, on June 21, 1999, the City Council passed and adopted Ordinance <br />No. NS-2387, which establishes the City's Annual Budget, authorizing position <br />allocations for Fiscal Year 1999-2000, and which sets forth the requirement that <br />alterations in the allocation of authorized positions be reviewed and approved by the <br />City Council; and <br /> <br /> WHEREAS, based on Police Department Advisory Board recommendations, the <br />Police Chief proposes the creation of the new administrative management class of <br />Principal Management Analyst, and the allocation of one additional position in the <br />Annual Budget, to strengthen organizational effectiveness at the Santa Ana Jail; and <br /> <br /> WHEREAS, funds have been received through the U.S. Department of Justice <br />Local Law Enforcement Block Grants Program, and the required matching funds have <br />also become available in the asset forfeiture account to support this new position; and <br /> <br /> WHEREAS, it is now desired to amend Resolution No. 96-095 and the Fiscal <br />Year 1999-2000 Annual Budget in order to effect these changes. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA: <br /> <br /> 1. That Section 3 of Resolution No. 96-095, as amended, be hereby further <br />amended by: <br /> <br /> a. adding, in alphabetical sequence, the following classification title at <br />the salary rate range/effective dates indicated: <br /> <br />Resolution No. 2000-019 <br /> Page 1 of 3 <br /> <br /> <br />
