On motion of Councilm~ Harvey, seconded by Councilman Gilmore and carried, the <br />City Council overruled the action of the Planning C~m~ssion and instructed the <br />City Attorney to prepare a resolution granting Conditional Use Permit 1~ subject <br />to applicable conditions. <br /> <br />HEARING - AMEND. APP. Vice Mayor Hubbard opened the hearing on <br />~B5 - LAMBERT Amendment Application ~S~ filed by ?~bara <br /> Lambert to reclassify from the M 1 to the <br /> R ~ District property south of McFadden, <br />west of Lyon. planning C~mw.~ssion Resolution ~661 rec ...... ended denial without <br />prejudice. The Clerk reported that notice of the hearing was published in The <br />Register on November 30, 1963 and that no written c ...... unications had been <br />received. <br /> <br />The Pismires= Director reported that the applicant's attorney had agreed to <br />postpon~m*nt of the hearing until after the City Council hears a progress report <br />on the General P!~ by the Plann~nE Consultants. George Maxwell, ~ N. <br />Enstside Avenue, stated he represented several parsons in the audience~, opposed <br />to the application, but they would concur with a continuance. On motion of <br />Counci~w~ Harvey, seconded by Couuc~m~n Gilmore and carried~ the hear~-~= was <br />continued to January 20, 196~ at 7:30 p.m. in the City Council Chamber. <br /> <br />HEARING - ASSESSM~IT Vice Mayor Hubbard announced the hearing on <br />DISTRICT 221 Resolution 63-171, declaring the Council's <br /> intention to order certain sewer construction <br /> in Assessment District 221 (Watkins Way). <br />The Clerk presented Affidavit of Publication of Resolution of Intentien, Certificate <br />of Mailing Notice of Hearing, and Certificate of Postt~_= "Notice of Improvement". <br />It was moved by Councilman Harvey~ seconded by Councilman Schlueter and carried, <br />that the documents be received and ordered filed with the Clerk. <br /> <br />Franklin T. Hamilton, 611 Wilshire Boulevard, Los Angeles, special counsel for <br />the City, briefl~ explained the hearing. Ronald E. Wolford, Assistant Director <br />of Public Works, described the boundaries of the district and the proposed <br />improvements, and stated that in his opinion all lots and parcels within the <br />proposed assessment district will be benefited by the construction of the improve- <br />ments. Mr. Wolford stated the sewers on Seventh Street will be constructed as <br />dry sewers, with outlet dependent upon Assessment District 218~ but that it is <br />in best interest of the property owners to have the sewer with laterals con- <br />structed now to avoid removing the paving in the future. The Clerk reported that <br />no written protests had been filed. <br /> <br />Joe Huuman, 1145 S. Sullivan; asked how much the assessment W~Alxl be on S,,11~van <br />and was ~n~ormed by Mr. Wolford that the estimated cost w~uld be about $9.~0 <br />a foot, including curb, gutter, sidewalk, paving and driveway approaches. Mr. <br />Ba,,-~ stated that he was opposed to having curbs, sidewalks, and paving on <br />Sullivan. Mr. Wolford stated that 55% of the owners on Sullivan Street had <br />signed the assessment district petition. <br /> <br />Sam Duran, 3~10 W. 7th, stated he had no protest but asked the cost per foot on <br />7th Street, and was informed by Mr. Wolford that it was estimate~ at $~3.00 a <br />foot. Ferm-- ~rcon, 3~02 W. 7th, also did not protest but said that by tele- <br />phone he had been told it wonld be less ~han $~.00 a foot) ~n~ that the sewers <br />would be a waste if they c~_1~_~ 't be used.
