BID AWARD - LEGAL <br />ADVERTISING <br /> <br />Counctlm~n Gilmore resumed his seat at the <br />Council table. The Clerk opened and read <br />the following bids for legal advertising <br />for fiscal year 196~-65: <br /> <br />Free the Orange County Reporter, rate per inch, first insertion, SB.00; <br />for subsequent insertions, $2.65; reprints of all Notices, $.02 each. <br /> <br />Free The Register, rate per inch, first insertion, Satur~ ~nly, $2.10; <br />other days, $2.25; subsequent insertions, Saturday only, $1.80; other <br />days, $1.8~5. <br /> <br />On motion of Councilman Hubbard, seconded by Councilman Earvey a~d carried, <br />C~,~cil awarded the c~ntract to The Register and rejected all other bids. <br /> <br />NEARING - A.A. 499 Mayor Eall opened the continued hearing on <br />DIEBRICN AmenSment Application 499 filed by R. A. <br /> Diedrich to amend Sectional District Map <br /> 6-5-9 by reclassifying from the R i to <br />the R ~ district, property on the east side of Santa Fe Railroad between 17th <br />and Santa Clara, on which Planning C .... ~ssion recommended denial. <br /> <br />Warren Proctor, 115 W. 15th Street, agent for the applicant, stated that a <br />meeting had been held with representatives of the opponents, but all the <br />problems had not been resolved. He quoted frc~ a University of California- <br />Berkeley Study which indicated that famtlies with children occupy only one <br />unit in seven a~d abomt one third are occupied by single persons. <br /> <br />Mr. Proctor presented new plans to the Council which had been discussed with <br />the Plaa~ing Director, in which Nathaway Street ended in a cul-de-sac, and <br />which provided a buffer area of six h~-es, which builder would agree to <br />construct on the same lot sizes and to be of equal value with adjacent hemes. <br />He would also either place a six foot block wall to the rear or concrete <br />block garages which would abut the R 1 hemes. <br /> <br />Mr. Proctor stwa~arized the benefits provided as threefold: no through traffic <br />except for an emergency crash gate; almost cmaplete privacy; and no auto <br />traffic between the apartments and the R 1. Ne gave supporting statements <br />to his ccatenticm that R 4 was warranted because of sufficient precedence, <br />the plan was not detrimental to the area, and was not opposed to public <br />policy. Ne note~ that R 1 development was not practical a~Jacent to the <br />railroad. Ne oonclu~ed by saying that the developer was willing to make smae <br />changes, provided the cost was not e~cessive. <br /> <br />Nathan Tart, ~02 E. Avalon, representing the Northeast ~amta Ama Residents <br />Association, stated the Santiago re~.ening should not be considered a precedent <br />since in that case all a~m~istrative proceedings were exhausted Before <br />Council's action. He maintained that since the property was owned By the <br />Schroeders, they should have filed the application insteed of Diedrich; that <br />sufficient precedence he~ not been established; au~ that one street for ingress <br />ami egress, with only an additional emergency gate, would not be sufficient <br />for the traffic generated by 266 units. He asked the C~ucil to wait for the <br />General Plan before making a decision, amd that more time be given for study <br />of the revised plA~ presented by the applicant. <br /> <br />Ernest R. ~qie~fried, 1202 E. Avalon, suggested that the matter be continued. <br />Mr. Proctor stat~ this woul~ place applicant in hazardous position as he is <br />in escrow. <br /> <br />Walter Newbrander, 1202 E o Bmffalo, stated that most people were not aware of <br />all the facts.
