Public Services <br /> <br />Impact PS-1. Based on the Santa Ana Unified School District's student ratio, the proposed project <br />would generate a need for school services for 155 students. <br /> <br />Mitigation Measure for Impact PS-I. <br /> <br />PS-1 <br /> <br />The Applicant shall pay the statutory school fees in effect at the time of issuance of building <br />permits to the appropriate school district. The Santa Aha School District imposes fees of <br />$2.14 per square foot of residential development and $.33 per square foot of <br />commercial/industxial development. (SAUSD Fee Justification Study, Addendum January <br />27, 2000) <br /> <br />Findings for Impact PS-I. The City finds that the above-identified changes or alterations would <br />reduce the impact identified as PS-1 to less than significant levels and are herby incorporated into <br />the project. No additional mitigation measures are necessary with the implementation of <br />Mitigation Measure PS-1. <br /> <br />Visual Resources <br /> <br />Impact VIS-I. The proposed project would substantially change the visual character of the project <br />area. At 150 feet, the bell tower of the proposed church' facility would be the tallest building element <br />on the project site. Proposed development would total 99,000 square feet. While portions of the <br />proposed church facility may be in contrast to the scale of institutional uses immediately adjacent to the <br />site, the proposed church would be consistent in scale with development in the larger area, which <br />includes nearby structures that are a number of stories in height. The bell tower would be substantially <br />higher than existing development, although it would not block any scenic vistas. <br /> <br />Mitigation Measure for Impact VIS-I. <br /> <br />VIS- 1 <br /> <br />The design and character of project architecture of the church component shall be <br />compatible with vicinity development. Architectural plans shall be reviewed during site plan <br />review. <br /> <br />Findings for Impact VIS-I.
