· The police department has indicated that it has sufficient ability to serve police demands <br /> associated with the proposed project. Population increases associated with the proposed <br /> project would not substantially affect level of service ratios; .response times would not <br /> increase measurably. <br /> <br />· The proposed project would result in generation of additional wastewater flows. The <br /> wastewater treatment system has adequate capacity to treat additional wastewater associated <br /> with this project. <br /> <br />· The project site has been identified for residential development and would fall within the <br /> population and growth projections identified in the City's 2000 Urban Water Management <br /> Plan. The proposed project would not result in increased demands on the water supply beyond <br /> that already projected. <br />· In accordance with the parkland dedication requirements provided in Article 8 of the Santa Ana <br /> Municipal Code, the proposed project would be required to provide 1.25 acres of parkland. <br />· Gas service could be adequately provided to the project site based on existing supply. <br />· The projected service demand for the proposed project would be approximately 500 copper <br /> lines. Pacific Bell has indicated that it would be able to accommodate an increase in demand for <br /> both telephone and Internet services with implementation of the proposed project. <br /> <br />Mitigation Measure for less than significant impacts on Public Services (Parks and Recreation). <br /> <br />PS-2 <br /> <br />The proposed project shall meet the City's parkland goal by a combination of <br />providing .77-acres of onsite private parkland and payment of parkland fees. <br /> <br />Visual Resources. The site is located within a district that exhibits a strong residential component. <br />Development would be consistent with this component and would strengthen the residential <br />character of this district. Residential development would be compatible with adjacent <br />development. There are no scenic vistas that are a part of the project site or visible from the <br />proposed project site. The site includes low-lying vegetation for a portion of the year, although <br />this vegetation does not have scenic value. Conversion of the site from an agricultural field to <br />residential and institutional uses would result in less-than-significant impacts to scenic resources. <br /> <br />5.0 MITIGATION MONITORING PROGRAM <br /> <br />When making findings, CEQA requires that a lead agency must adopt a reporting or monitoring <br />program for the changes to the project that it has adopted or made a condition of project approval <br />in order to ensure compliance during project implementation.
