CAPITAL IWROVEKMRS Lci�`' Council considered a Proposed Five - <br />Year Capital Budget recommended by <br />the Planning Commission; also, a <br />recemumended $25,000,000 bond program as a part of financing the improvements. <br />San Rae and Tom Sweeney, representing the Chamber of Commerce, and Hal Winter, <br />Downtown Basta Ana Association, spoke in support of the program and urged <br />Council spprovel, Janice Boer commented briefly on the program. The Staff <br />answered a number of questions about the projects and the proposed budget <br />was discussed at length. <br />Councilman Gilmore made a notion, seconded by Councilman Brooks and carried, <br />that a resolution be prepared by the City Attorney ccmending the Planning <br />Casission for their work in preparing the Capital Improvements Program. <br />On notion of Councilman Gilmore, seconded by Councilman McMichael and <br />carried, Council approved the "Proposed Five Year Capital Budget" (re- <br />commended by the Planning Commission) and instructed the City Attorney to <br />#rapers necessary documents to place e'$25,000,000 bond proposal on the <br />April 4th ballot. <br />Councilman Brooks consented that, even though Councilman Markel was absent, <br />he had written to the Mayor of his support of the program and urged its <br />adoption. <br />RECESS At 4:55 P.M., the meeting was <br />recessed to TOO P.M. The meeting <br />wan reconvened at TOO P.M. with <br />the same Councilman present. Following the Pledge of Allegiance to the <br />Flagg the Invocation was delivered by the Reverend Kenneth Doctor, Spurgeon <br />Methodist Church. <br />PEOPLE To PEOPLE c (\ ' "�' <br />meritorious achievement as Chairman of <br />Caoittee. <br />The National League of Cities <br />Award was presented by Mayor <br />Harvey to Manuel Esgaeda for <br />Santa Ana's People -to -People <br />WARD BOUNDARIES CP Hearing was opened on the proposed <br />ward boundary changes as required by <br />Charter. The Clerk reported notice <br />published as required, with affidavit an file. Janice Boer asked questions <br />regarding the Map. There being no further testimony, the hearing was <br />closed. <br />on motion of Councilman Bark, seconded by Councilman Herrin and carried, <br />O1WXXANCE 18-863 CHANGING AND ESTAELISKM THE BOUNDARY LINES OF THE WARDS <br />OF THE CITY OF SANTA ANA was passed to second reading. <br />APPEAL 184 c��` Hearing was opened on Appeal 184, <br />GEORGE ARMOS filed by. George Argyros from the <br />vA 66-4o Planning Commission's denial of <br />Variance 66-40 to tonstruet a <br />camercial center.in R2 District <br />with less than required parking at 902 W.
