CAPITAL IWROVEKMRS Lci�`' Council considered a Proposed Five - Year Capital Budget recommended by the Planning Commission; also, a recemumended $25,000,000 bond program as a part of financing the improvements. San Rae and Tom Sweeney, representing the Chamber of Commerce, and Hal Winter, Downtown Basta Ana Association, spoke in support of the program and urged Council spprovel, Janice Boer commented briefly on the program. The Staff answered a number of questions about the projects and the proposed budget was discussed at length. Councilman Gilmore made a notion, seconded by Councilman Brooks and carried, that a resolution be prepared by the City Attorney ccmending the Planning Casission for their work in preparing the Capital Improvements Program. On notion of Councilman Gilmore, seconded by Councilman McMichael and carried, Council approved the "Proposed Five Year Capital Budget" (re- commended by the Planning Commission) and instructed the City Attorney to #rapers necessary documents to place e'$25,000,000 bond proposal on the April 4th ballot. Councilman Brooks consented that, even though Councilman Markel was absent, he had written to the Mayor of his support of the program and urged its adoption. RECESS At 4:55 P.M., the meeting was recessed to TOO P.M. The meeting wan reconvened at TOO P.M. with the same Councilman present. Following the Pledge of Allegiance to the Flagg the Invocation was delivered by the Reverend Kenneth Doctor, Spurgeon Methodist Church. There being no further testimony, the hearing was closed. on motion of Councilman Bark, seconded by Councilman Herrin and carried, O1WXXANCE 18-863 CHANGING AND ESTAELISKM THE BOUNDARY LINES OF THE WARDS OF THE CITY OF SANTA ANA was passed to second reading.
