Flippin from the Police Chief's denial of a permit to operate a taxicab, with the Clerk reporting notice of the hearing mailed as required by the Municipal Code and no communications received. The appellant was present and represented himself, urging approval of the permit. There being no further testimony, the hearing was closed.
