FIRST STREET DEVELOPMENT Cou~cilmanM~rkel presented a picture and <br /> plot plan of certain property on First Street <br /> which was being developed as an upholstery <br />shop and a barber shop, stating it did not conform to City regulations -- concrete <br />ramp not according to standards, and only one legal parking facility. Mayor <br />McMichael asked the staff to investigate and report back. <br /> <br />BROWN ACT Edd Clark, representing Freedom Newspapers, <br /> stated that the City Council or its Com- <br /> missions have ignored the provisions of the <br />Government Code, known as the Brown Act, three times recently and asked Council <br />to abide by laws of land. <br /> <br />RECESS At 5:10 P.M. the meeting was recessed to <br /> 7:30 P.M., at which time it was reconvened <br /> with the same Councilmen present. Following <br />the Pledge of Allegiance to the Flag, the Invocation was delivered by the Reverend <br />Ralph R. King of the Johnson Chapel, Methodist Church. <br /> <br />DANCE PERMIT <br /> <br />1820 W. First Street. <br /> <br />Hearing was opened on an appeal filed by <br />Mike Kamei from the Police Chief's denial <br />of a dance permit at the Watashi Inn, <br /> <br />M~ike ~amei, the appellant, stated that the former owner held a dance permit that <br />had never been revoked, and he did not know why a permit had been denied to him. <br />The City Manager explained that the permit had been denied because of the long <br />record of police incidents at the location and adjacent areas. After same dis- <br />cussiomby Council, the hearing was closed. <br /> <br />On motion of Councilman Brooks, seconded by Councilman Thurman and carried, the <br />permit was denied. <br /> <br />AMEND. APP. 618 Hearing was opened on an application filed <br />HUMPBRIES INVESTMENTS, INC. by Humphries Investments, Inc. proposing <br /> amendment of Sectional District Map 16-5-10 <br />to reclassify property on the west side of Harbor between McFadden and Bolsa <br />from the A 1 and C 2 to the C 2 District. The applicant was present and there <br />being no testimony offered in opposition, the hearing was closed. <br /> <br />A motion by Councilman Markel, seconded by Councilman Carlson and carried, to <br />approve the application and instruct preparation of an ordinance to reclassify <br />according to Exhibit B, which would reclassify to the C 4 District, was adopted. <br /> <br />PARCEL MAP 535 Parcel Map 535 filed by HOugh and Wells, <br /> creating three parcels on the east side <br /> of Anne between Harvard and Pendleton, <br />was approved subject to conditions in the Planning Director's report dated <br />January 8, 1968, on motion of Councilman Brooks, seconded by Co~mucilman Griset <br />and carried. <br /> <br />PARCEL MAP 536 Parcel Map 536 filed by Snow, creating <br /> two parcels on the south side of Edinger <br /> between Ritchey and the Newport Freeway, <br />was approved subject to conditions in the Planning Director's report dated <br />January 10, 1968, and alley requirement waived, on motion of Councilman Eerrin, <br />seconded by Councilman Markel and carried. <br /> <br />CITY COUNCIL 366 January 15, 1968 <br /> <br /> <br />
