CITY OF SANTA ANA <br /> <br />DMJM,,i <br /> <br />Engineering Design and <br />Landscaping Services <br /> <br />B. Project Scheduling and <br />Project Controls <br />DMJM+HARRIS' project controls sys- <br />tem, which is timesheet driven, will assist <br />task management in controlling the project <br />and tracking costs and schedule. A project <br />accountant will be assigned to the project <br />to provide project control administration <br />and to assist in preparing the monthly <br />invoices for the review and approval of <br />the project manager. To assist the City <br />in budgeting and project management, <br />DMJM+HARRIS willpmvide the City with <br />updated budget and schedule information <br />on a monthly basis during project execu- <br />tion. <br /> <br />DMJM+HARRIS' four-step project con- <br />trois process is shown as follows: <br /> <br />Step I involves the development of an <br /> appropriate Work Breakdown <br /> Structure (WBS) and schedule to <br /> define the manageable worktasks: <br /> assembly of the associated bud- <br /> gets for accomplishing these work <br /> items; and determining the du- <br /> ration and sequence for perform- <br /> ing the work. The initial WBS <br /> for the project will be discussed <br /> with the City and modified as <br /> necessary during contract nego- <br /> tiations. <br />Step 2 entails the regular monitoring of <br /> the work and determining whether the project <br /> is progressing on schedule and within budget. <br /> Key components in this step include identifi- <br /> cation of actual time and costs accrued for each <br /> task, and accurately reporting the progress of <br /> each. <br />Step 3 consistsofreportinganyvarianceintheprogress <br /> of the work and identifying a change to the <br /> management plan if necessary <br />Step 4 consistsofimplementingacorrectiveactionplan <br /> to keep the project back on track and in con- <br /> formance with the approvedsehedule and budget. <br /> <br />C. An Effective Communications Process <br />The effectiveness of our communication with the City <br />of Santa Aha and all project participants is crucial to <br />successful consulting service. DMJM+HARRIS' project <br />manager, Pat Somerville, is dedicated to fostering a <br />productive conununication process and to providing <br />proactive design issue resolution, working with the <br />City as an extension of staff. Quality Control Plan <br />DMJM+HARRIS employsaTotalQual- <br />ity Management Program. This pro- <br />gram incorporates a bottom-up as well <br />as top-down approach, and is continu- <br />ally reinforced during the project. There <br />are four key components to this ap- <br />proach to quality. These address all <br />aspects of the project and are per- <br />formed continuously and at major mile- <br />stones during project development. <br />They include: <br /> <br />1. Engineering Discipline Review: <br />during the project, prior to any formal <br />submittal, the design, reports, and PS&E <br />are reviewed by the discipline lead en- <br />gineers, Messrs. Cervantes, Brown, <br />Gipe and Ms. Capouya. <br /> <br />2. Coordination Review: The project <br />manager and discipline lead engineers <br />will review the construction documents <br />for coordination, accuracy, client draft- <br />ing standards, and definition of work. <br /> <br />Constructibility Review: Following review by the <br />lead engineers, the QA/QC Manager will coordinate <br />constructibility review to verify criteria compliance, <br />evaluate the comprehensive quality of the construction <br />documents, and identify potential constmctibility issues. <br /> <br />Quality Assurance/Quality Control Review: The <br />QAJQC Manager will conduct pre-set QA/QC reviews <br />as well as impromptu reviews of the work in progress. <br />These will be independent reviews led by the QA/QC <br />Manager with the involvement and management review <br />of the Principal-in-Charge, Mr. Vic Martinez, P.E. <br /> QUALITY ASSURANCE AND <br /> QUALITY CONTROL LEVELS <br /> <br /> LEVEL 4 <br />INDEPENDENT <br />QNQC Manager <br /> <br />MU01-559 7 <br /> <br /> <br />
