Mrs. <br />Jo~ Elliott, Native Daughters of the Golden West, introduced Mrs. Robert Lingscheid, <br />President of the Santa Ana Chapter, who presented a United States Flag to the <br />Council. Mayor McMichael accepted the Flag with thanks on behalf of the City Council. <br /> <br />SPECIAL RESOLUTION <br /> <br />Winner. <br /> <br />Mayor McMichael presented a Special Reso- <br />lution of Commendation and a Key to the City <br />to Edward Caruthers, Olympics Silver Medal <br /> <br />RETIREMENT CONTRACT The City Council considered the introduction <br />ORD. NS-948 of an ordinance authorizing an amendment to <br /> the Retirement System Contract. Councilman <br />Herrin and Mayor McMichael expressed opposition to an increase in the retirement <br />benefits. <br /> <br />ORDINANCE NS-948 OF THE CITY COUNCIL OF THE CITY OF SANTA ANA <br />AUTHORIZING AN AMENDMENT TO THE CONTRACT BETWEEN THE CITY <br />COUNCIL AND THE BOARD OF ADMINISTRATION OF THE CALIFORNIA STATE <br />EMPLOYEES' RETIREMENT S,YSTEM was passed to second reading, on motion <br />of Councilman Griset, seconded by Councilman Brooks, on the follov~ing roll <br />call vote: <br /> <br />AYES: Brooks, Carlson, Griset, Markel, Thurman <br />NOES: Herrin, McMichael <br />ABSENT: None <br /> <br />OVERTIiVLE PAY The Manager's report recommending premium <br /> pay for overtime work was considered. <br /> Clarence Conklin, President of the Santa <br />Ana City Employees' Association, urged Council to consider the ~ecommendation <br />favorably. On motion of Councilman Griset, seconded by Councilman Brooks, <br />the policy was approved as recommended and the City Attorney was instructed <br />to prepare an ordinance.
