The Federal <br />Department of Housing and Urban Development (HUD) <br />has recognized the Association as the regional review agency <br />for this area as required by Section 204 of the Metropolitan <br />Development Act of 1966. The existence of a comprehensive, <br />continuing, region-wide planning process is essential for <br />local agencies to continue to be eligible for Federal grant- <br />in-aid programs <br /> <br />Councilman Herrin stated that he would expect to get a very glorified report from <br />the organization itself, but would prefer a report from a more objective, unbiased <br />source. <br /> <br />CoUncilman Brooks stated that SCAG was organized as an alternative to the State's <br />organizing its own regional planning concept; that there are many regional problems, <br />such as smog, automobile and air transportation, that cannot be solved by individual <br />cities; that it is better to belong and participate and defend your stand and benefit from <br />advice than to bury your head in the sand and do nothing; that membership xs voluntary <br />and the City can "drop out" whenever it wants; that membership would cost $659.88 <br />per year based on present population; that it is necessary to be aware of things that <br />are facing our communities and try to do something about them; and that for these <br />reasons he would favor the affiliation. <br /> <br />Councilman Patterson stated that he concurred with Councilman Brooks; that it is a <br />voluntary organization; that we can get in and we can get out; that it would not create <br />an additional level of government; and that it provides an opportunity to meet with' <br />other area cities to resolve problems that know no boundaries. <br /> <br />Mayor Griset stated that he would like to identify with those who felt that this was <br />not a termination of home rule; that it would be a very positive action by the City <br />to determine that we are going to help home rule; that no contract, employment, <br />debt, liability or obligation of the as sociation would be binding upon or obligate any <br />member of the association without the express written request or consent of such <br />member and only to the extent so requested or consented to; and that we must recog- <br />nize City and regional problems and assume our responsibility as a leader in the ~ <br />determination and solution of these problems. ' I <br />Conncilrnan Herrin stated that joining SCAG would further the cause of the Federal ~J <br />Government's encroachment upon home rule; that the manner in which Federal funds <br />are disbursed is unfair because they are given to cities who are able to bring about <br />the greatest lobbying powers: that to assert his opposition to this Federal involve- <br />ment in local affairs, he must oppose the affiliation with SCAG. <br /> <br />CITY COUNCIL <br /> <br />- 230 - <br /> <br />June Z, 1969 <br /> <br /> <br />
