RECESS <br /> <br />Council members present. <br /> <br />At 4:10 P.M., a ten minute recess <br />was .declared. The Council recon- <br />vened at 4:20 P.M., with the same <br /> <br />OUTDOOR CONCERT Arthur Balensiefer, Chairman of <br />FACILITIES the Business and Industry Committee <br /> of the Centennial Committee, intro- <br />duced Mrs. LeRoy 6~uick and Mrs. H. T. Howard, Co-Chairmen of the <br />Cultural Committee; Ralph Allen, a local architect who had provided a <br />design and given cost estimates for construction of a portable band '~shell~-'; <br />and Mr. Tom Thorkelson, Chai~-~an of the Centennial Committee. Mr. <br />Balensiefer explained the need for a portable "shell" and stage, size of <br />the "shell'~ to be approximately 50~ by 20~. which could be moved from one <br />location to another, to be used in parks for public and musical programs. <br />He explained that the cost of the stage would be approximately $1, 700, <br />which the Committee would purchase; he further explained that the life <br />of the "shell" would be approximately four years and that the cost would <br />be appromimately $5, 000, which the Committee does not have in its <br />budget. Mrs. (~uick and Mr. Thorkelson also spoke. <br /> <br />On motion of Councilman Brooks, seconded by Councilman Patterson <br />and unar~moualy carried~ the construction of the portable band "shell" <br />was authorized, the funds to come from the 1969-1970 proposed Recre- <br />ation and Parks Budget. <br /> <br />FEDERAL AID CONSULTANT Council considered the report from <br /> the City Manager recommending <br /> authorization to hire Consultant for <br />Federal Aid Application. On motion of Councilman Patterson, seconded <br />by Councilman Villa, the City Council authorized the retention of Macro <br />Systems Associates as a professional consultant to help prepare an <br />application for a federal grant to design and implement a municipal <br />information subsystem, on the following roll call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Brooks, Patterson, Villa, Griset <br />Herrin, Thurman <br />Markel <br /> <br />CRIMINAL JUSTICE COUNCIL The City Manager explained <br /> the proposed Joint Powers Agree- <br /> ment with the Orange County Crim- <br />inal Justice Council.
