PUBLIC SAFETY INFORMATION Mayor recognized Dr. Michael Lodato <br />SYSTEM FEDERAL AID representing Macro Data Associates, who <br /> reported on the status of the City's <br />application for a Department of Housing and Urban Development Grant to design <br />and implement a municipal information system to support functions of the public <br />safety departments, Police, Fire and Disaster Control, as well as Planning and <br />Licensing. <br /> <br />He stated that the program would involve a two-year research and development <br />project of a prototype system completely usable by~ the City; that the expected <br />federal funding level was $350,000 to $400, 000; that the design philosophy is <br />to extend the existing system to a more practical and improved system, placing <br />emphasis on its usability by the employees involved inits operation; that the <br />funds would support four or five Staff people in the design of the system; and that?" <br />the program would involve the interchange of ideas with other cities working on <br />this H. U. D. program. <br /> <br />He reported further that this preliminary phase was 90 percent completed; <br />that the final draft of the application would be completed on October 15, 1969, <br />and in the hands of H. U. D. by October 31, 1969; and that the contract award date <br />was December 15, 1969, with the actual pro~ect scheduled to begin on January <br />15~ 1970. <br /> <br />VARIANCE 68-53 Mayor recognized Mr. Dale Heinly, <br />UTILITY RELEASES 611 Civic Center Drive West, Attorney, <br /> representing Hirsco Corporation. He <br />stated that his client had obtained a Variance granted by Resolution No. 68-104, <br />for conditional construction of an apartment complex at 2901 North Bristol <br />Street; that except for eight buildings, utility releases had been obtained; that <br />these releases were being withheld by the Planning Department pending <br />commencement of construction of two single-family residences west of the <br />complex which would act as a buffer between the apartments and existing <br />single-family dwellings; that these two s~ngle-family homes were included <br />on the plot plan; that the City Planner maintains the homes should have been built <br />concurrently with the apartments; that this has not been done and cannot be <br />done in the immediate future; that the apartment complex is at a standstill <br />pending the utility releases; and that some agreement will have to be effected <br />between the City and his client as soon as possible for their release. <br /> <br />Mayor recognized Planning Director Van Stevens who stated that the <br />lateness of the hour would not allow sufficient time to adequately present <br />the subject and in compliance with his request, it was moved by Councilman <br />Patterson, seconded by Councilman Herrin and unanimously carried to defer <br />the matter to the evemng Agenda. <br /> <br />LICENSE ORDINANCE Mayor recognized Mr. Donald E. Quinsey, <br />D & M AMUSEMENTS Manager of D & M Amusements, 18411 <br /> Jocotal, Villa Park, who stated that the <br />Business License Code pertaining to carnival and amusement operations was not <br />correct and was not adhered to by anyone; that his storage yard is in Santa Ana <br />and his business license fees run between $2, 500 and $3,000 yearly; that <br />operators outside of the city lease their amusement equipment to non-profit <br />organizations and do not have to pay a license fee despite the fact that they are <br />making a profit on the rental; that because his yard is located in the city, if he <br />similarly leases his equipment, he is still required to pay a license fee. <br /> <br />CITY COUNCIL <br /> <br />-349- <br /> <br />October 6, 1969 <br /> <br /> <br />
