Variance and Conditional Use Permit (continued <br /> <br />Due to a conflict of interest on the following Variance Application, Councilman <br />Markel left the Council Chambers. <br /> <br />It was moved by Councilman Patterson, seconded by Councilman Herrin and <br />unanimously carried, to adopt the findings of fact, conclusion and decision <br />of the Planning Commission or Zoning Administrator as action of the City <br />Council on the following: <br /> <br />VA 69-75, MARKEL - construct a 42 1/2 ' high billboard on <br />an existing building in the C 2 District at 1438 1/2 South Main - <br />APPROVED, <br /> <br />Councilman Markel returned to the Council table. <br /> <br /> METERS REMOVAL REQUEST Mayor recognized Mr. Palmer <br /> Gillette, representing Gillette <br /> Cafeteria, 208 N. Broadway, who <br /> had forwarded his written request, dated September 30, 1969, for the <br /> removal of parking meters on Broadway between First and Fourth Streets <br />"~and on Second and Third Streets in the downtown business area, with one <br /> hour free parking. Mr. Gillette stated that he would like the Council to re- <br /> consider its action at its last meeting and authorize removal of the Parking <br /> meters requested now, rather than to postpone consideration until the six <br /> months had expired for the trial removal of meters on Fourth Street; and <br /> that the raeters could be covered if the Council did not wish to remove <br /> them entirely. <br /> <br /> Mayor recognizedMr. 'Gilmaker, 308 West Fourth Street, who stated that <br /> he felt Fourth Street had been given special treatment; that in his opinion <br /> it would only be right to remove the meters from Broadway and any other <br /> area of the City that might request it; that Broadway should have diagonal <br /> parking also to increase parking space. <br /> <br />Following further discussion by the Council, it was moved by Councilman <br />Herrin, seconded by Councilman Evans to grant the request for removal <br />of parking meters and to extend the same Privilege to any other group of <br />business people requesting removal of parking meters adjacent to their <br />businesses.
