,I~2 HEARING Hearing was opened on Amendment <br />i~f;5 - SCHILDMEYER Application No. 655, filed by Marie <br /> 1R Schildrneyer, proposing amend- <br /> Sectional District Map 6-5-9, to prezone from the A 1 District to <br /> District property located on the south side of Fairhaven Avenue <br /> Grand Avenue and Glassell Avenue. <br /> <br /> ,~i Bueche, 1971 S~ Ritchey Street, representing the applicant, spoke ]n <br /> ~ of tl~e amendment application Mr. Bueche expressed the opinion that <br /> ~. are certain safeguards built in R 4 zoning that would protect the iR 1 uses; <br /> he did not be]./eve tt 4 zoning would be detrimental to R 1 zoning because <br /> rl..;, resirict/ont~ placed on tt 4 which make it compatible with R 1; that there <br /> s(/veral aparlment projects in the area; that because of the orientation of <br />?articular piece of property to Glassell, Fairhaven, and Orange, it <br />~?,ould be zoned R 4; and that he felt R 4 zoning would enhance the northeast <br /> of lhe C~ty and would be in keeping with the land use of lhe area <br /> <br />persons spoke in opposition to the amendment applic at,on: <br /> <br />James Noe, Jr., 2440 N. Grand, who read a letter written by <br />bis father, of the same address, who is out of town, objecting <br />to the amendment application, citing adjacent properties are <br />zoned R 1, that Old Grand cannot handle increased traffic; that <br />it would set a precedent for apartment zoning requests on the <br />remainder of the surrounding undeveloped property, and that <br />it is the only area left in the City for R-1 development. <br /> <br />John Leahy, 2640 N. Linwood, who stated that the adjoining <br />property owners had presented a petition containing approximately <br />200 signatures to the Planning Commission objecting to the <br />R 4 zoning; that the R 4 has saturated the area, and that it would <br />create a traffic problem. <br /> <br />Judith Zander, 2611 Linwood Avenue, who displayed maps of <br />the area showing present use of the land and stated that the <br />proposed rezoning would set a precedent of R-4 zoning for <br />remaining parcels. <br /> <br />Gary Woods, 1413 E Keegan Way, who stated that the area had <br />reached the saturation point in apartments constructed or under <br />cons}ruction. <br /> <br />Jerry Kress, 1420 E. KeeganWay, who spoke on the overcrowd- <br />ing of the scbools which R 4 would bring about. <br /> <br />William Stillway, 1402 E. Keegan Way, who spoke on the traffic <br />problem that would be created by R 4 zoning in the area <br /> <br />In rebuttal~ Mr. Bueche stated that statistics show 3 (;hildren per <br />mit per apartment per net acre composed to 1.2 in R-1 zoning; that <br />~he prezoning revolves only 8 acres which in no way commits the City <br />~o similar zoning of neighboring properties; snd that traffic: may be <br />~.~u]att:d by various methods that are available to the City when the <br />development plans are submitted. <br /> <br />CITY' COUNCIL <br /> <br />-110- April 20, 1970 <br /> <br />I <br /> <br /> <br />
