<br />One Broadway Plaza <br />Environmental Impact Report <br /> <br />Findings and Facts in Support of Findings <br /> <br />4.2.3.2 Findings Related to Lone: Term Air Oualitv Impacts <br /> <br />Changes or alterations have been required in, or incorporated into, the One Broadway Plaza <br />project which avoid or substantially lessen the significant environmental effect as identified in <br />the EIR. <br /> <br />4.2.3.3 Facts in Support of the Findine: Related to Lone: Term Air Oualitv Impacts <br /> <br />Implementation of mitigation measures AQ-16 to AQ-32, provided above, will substantially <br />lessen the adverse impacts of the One Broadway Plaza project related to long term air quality and <br />will reduce these potentially significant adverse impacts to below a level of significance, except <br />for to NOx, as described earlier. <br /> <br />4.2.4 IMPACTS RELATED TO SURFACE TRANSPORTATION <br /> <br />4.2.4.1 Potentially Significant Adverse Impacts Related to Surface Transportation <br /> <br />As described in detail in Section 3.5 (Transportation) in the EIR, the project may impact surface <br />transportation routes adjacent to or in the vicinity of the project site. In addition, the project may <br />impact surface transportation routes in the Willard, French Court and French Park neighborhoods. <br /> <br />4.2.4.2 Findine:s Related to Surface Transportation Impacts <br /> <br />Changes or alterations have been required in, or incorporated into, the One Broadway Plaza <br />project which avoid or substantially lessen the significant environmental effect as identified in <br />the EIR. <br /> <br />4.2.4.3 Facts in Support of the Finding Related to Surface TransDortation Impacts <br /> <br />Implementation of mitigation measures T -1 to T -1 7 will substantially lessen the adverse impacts <br />of the One Broadway Plaza project related to surface transportation, and will reduce many of <br />these potentially significant adverse impacts to below a level of significance. Some traffic <br />impacts are still significant after mitigation, as described earlier. <br /> <br />Measures T -1, T -4, T -5, T -6 and T -7 were provided earlier. The remaining traffic measures are <br />provided below. <br /> <br />T-2 The project proponent shall pay for all costs for the installation of a roundabout at the <br />intersection of Sycamore Street and 10th Street. . <br /> <br />T-3 <br /> <br />The proj ect proponent shall pay all costs to install pedestrian crosswalks and a refuge <br />area at the intersection of Sycamore Street and 10th Street where a roundabout is to be <br />constructed.
