VARIANCE APPLICATION 70-19 - (Continqed) <br /> <br />Mr. M. Douglas, the developer; Eugene Katnik, 1205 North Broadway, <br />attorney representing the owners of the property; and Ed Riddle, 208 <br />Victoria, Costa Mesa, realtor, were present and objected to the matter <br />being set for a hearing since no appeal had been filed and there had been no <br />opposition expressed by property owners in the area. <br /> <br />Council discussed the matter at length. <br /> <br />A motion was made by Councilman Evans, seconded by Councilman Yamamoto, <br />to adopt the findings of fact, conclusion and decision of the Planning Commission <br />as action of the City Council on Variance Application 70-19, which motion failed <br />adoption on the following roll call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Evans, Yamamoto <br />Patterson, Herrin <br />Markel, Villa, Griset <br /> <br />The City Manager explained that the General Plan zoned this area for industrial <br />use; that a major street has been developed by the City at this location in <br />conformance with the Master Plan, one of the major north-south streets in the <br />City of Santa Aha, which had cost several million dollars to develop; that industrial <br />lands are relatively small in proportion to the rest of the City; and that the <br />General Plan Map is a master g~ide for the City, the fairest distribution for <br />property owners and for balance in the community. He further stated that there <br />has been an inversion in the values of properties, that an owner can greatly <br />increase the value of his land if he can have his industrial property rezoned to <br />apartment property; and he stated that this _was a direct and deliberate invasion <br />of industrial use that has been set out by our General Plan. <br /> <br />On motion of Councilman Patterson, seconded by Councilman Yamamoto and <br />unanimously carried, Variance Application 70-19 was set for public hearing <br />on July 6, 1970, at 7:30 P.M., in the Council Chambers, City Hall Annex, <br />500 West Sixth Street. <br /> <br />RECESS <br /> <br />members present. <br /> <br />At 4:05 P.M., a five minute recess <br />was declared. The Council reconvened <br />at 4:12 P.M., with the same Council <br /> <br />VARIANCE APPI~ICATION 70-23 Council considered a£firmation of <br />NATIONAL LAND DEVELOPMENT Variance Application 70-23, filed by <br />COMPANY National Land Development Company, <br /> to construct a 74-unit apartment- <br />motel complex in the C 1 District at 2151 East First Street, approved by the <br />Planning Commission on May 25, 1970. <br /> <br />Councilman Patterson stated that there were several things he questioned in <br />regard to the subject variance, such as limited amount of space, use of <br />commercial zone for a residential purpose and only 8% open space.- - <br /> <br />CITY COUNCIL <br /> <br />-162- June 15, 1970 <br /> <br /> <br />
