<br />One Broadway Plaza <br />Environmental Impact Report <br /> <br />and submission and implementation of a TDM strategy plan and program. <br /> <br />T-17 <br /> <br />T-24 <br /> <br />Findings and Facts in Support of Findings <br /> <br />The project developer shall contribute to neighborhood traffic studies for the six <br />neighborhoods evaluated in Section 3.5-8 (including before and after traffic counts) in <br />order to assess any intrusion of project traffic into these neighborhoods. If traffic <br />intrusion attributable to the project is identified, corrective measures will be identified. <br />Depending on the potential impacts, examples of corrective measures could include; <br />forced-turn channelization, semi-diverters, diagonal diverters and cul-de-sacs. If <br />approved by the neighborhoods per the City's procedures for Neighborhood Traffic Plans, <br />corrective measures will be implemented at a maximum cost to the developer of <br />$200,000 per neighborhood. The funds to implement the improvements are directly <br />payable to the City of Santa Ana prior to issuance of building permits. <br /> <br />In order to minimize traffic from the One Broadway Plaza project from entering the <br />French Park Neighborhood, the traffic diverters currently located in French Park shall <br />become permanent (Added by the Planning Commission on February 23,2004). <br /> <br />T-25 Vehicles traveling westbound on Washington Avenue shall be diverted either northbound <br />or southbound at Main Street (Added by the Planning Commission on February 23, <br />2004). <br /> <br />T-26 <br /> <br />4.2.5 <br /> <br />Vehicles traveling eastbound on Tenth Street shall be diverted either northbound or <br />southbound at Main Street (Added by the Planning Commission on February 23, 2004). <br /> <br />IMPACTS RELATED TO PARKING <br /> <br />4.2.5.1 Potentially Significant Adverse Impacts Related to Parking <br /> <br />As described in detail in Section 3.5 (Transportation) in the EIR, unsafe sight distances may be <br />created by the project. The proposed projects could result in adverse off site parking impacts. <br /> <br />4.2.5.2 Findings Related to Parking Impacts <br /> <br />Changes or alterations have been required in, or incorporated into, the One Broadway Plaza <br />project which avoid or substantially lessen the significant environmental effect as identified in <br />the EIR. <br /> <br />4.2.5.3 Facts in Support of the Finding Related to Parking Impacts <br /> <br />Implementation of mitigation measures T-18 and T-19, provided below, will substantially lessen <br />the adverse impacts of the One Broadway Plaza project related to parking, and will reduce these <br />potentially significant adverse impacts to below a level of significance. <br /> <br />T-18 <br /> <br />The project parking garage entrances/exits shall be designed to meet City sight distance <br />standards. A new landscaped median shall be constructed at the intersection of Broadway <br />and the parking structure egress to restrict left turn movements of vehicles exiting on <br /> <br />Resolution No. 2004-020 <br />Page 50 of 73 <br />
