UCI PROJECT 21 Councilmen Patterson and <br /> Yamamoto spoke in favor of the <br /> project, stating that the group <br />has ~rovided many reports that have been useful in many areas of <br />concern to all of Orange County. Mayor Griset stated that, although <br />he would normally be in favor of the project, with the tight budget <br />situation he did not believe it would be wise to allocate money for this <br />purpose. Mr. Hugh Halderman, one of the directors of Project 21, <br />2001 E. 4th Street, was present and spoke in favor of the project, stating <br />that the goal is to fund three study teams a year, which would require <br />$30,000; that they were hoping to obtain 1/3 of this amount from the <br />cities of Orange County; that their study probably was the catalyst that <br />has generated activity at city and county level for parks and open space <br />in Orange County; and that they hope to provide other very useful <br />s~h~dies in the future. <br /> <br />Councilman Herrin's motion, seconded by Counc'ilman Evans, to adopt <br />the recommendations of the staff and take no action in subscribing funds <br />to Project 21, carried on the following roll call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Herrin, Evans, Griset, Markel <br />Villa, Yamamoto, Patterson <br />None <br /> <br />SECURITY GUARD Detective Lacy of the Santa Ana <br />EMPLOYMENT PERMIT Police Department stated the <br /> department's objection to <br />issuance of a permit for employment as a security guard to the <br />applicant was due to the applicant's background of arrests, both the <br />number and nature of the incidents. <br /> <br />The Mayor opened the public hearing. The applicant, Delbert C. <br />Noble, Jr. ~ 1621 West 7th Street, stated that he has been arrested for <br />non-support and for disturbing the peace, but denied all other arrests. <br />There were no further proponents or opponents in this matter, and the <br />Clerk reported no written communications had been received. The <br />Mayor declared the public hearing closed. <br /> <br />Councilman Markel's motion, seconded by Councilman Herrin, to deny <br />the permit for employment of Delbert C.
